                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Oregon Department of Administrative Services and
Legislative Fiscal Officer to establish pilot program to
streamline budgeting process for at least two health professional
licensing boards in preparing budget proposals for the biennium
beginning July 1, 2013.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to budgets of health professional regulatory boards; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'health
professional regulatory board' has the meaning given that term in
ORS 676.160.
  (2) Notwithstanding any provision of ORS chapter 291, the
Oregon Department of Administrative Services and the Legislative
Fiscal Officer, in consultation with health professional
regulatory boards, shall establish a pilot budgeting program for
use by at least two health professional licensing boards in
preparing budget proposals for the biennium beginning July 1,
2013.
  (3) The pilot program shall be designed to streamline the
budget process for the boards and shall provide exemptions for
the boards from the detailed budgeting information required for
larger state agencies. In designing the pilot program, the
department and the officer shall consider:
  (a) Allowing the submission of summary documents that contain
the essential information relevant to the budget of the boards;
  (b) The use of electronic documents in lieu of budget
notebooks;
  (c) Reducing the budget information required of the boards to
essential preformatted information; and
  (d) Any other changes to the budget process that will reduce
expenses and improve efficiency for the boards and still provide
the department and the officer with the information necessary for
the department and the officer to make budgeting recommendations
and decisions.

  (4) The department and the officer shall include the
requirements of the pilot program in its budget instructions
issued to health professional regulatory boards for the biennium
beginning July 1, 2013. + }
  SECTION 2.  { + Section 1 of this 2011 Act is repealed January
2, 2014. + }
  SECTION 3.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
