                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Requires Oregon Department of Administrative Services to study
certain issues related to State Department of Energy.
  Sunsets January 2, 2015.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to the State Department of Energy; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Oregon Department of Administrative
Services shall study issues related to the organization and
performance of the State Department of Energy. The study must
include an assessment of:
  (a) The State Department of Energy's fulfillment of the duties
specified in ORS 469.030 and other provisions of law.
  (b) Whether the State of Oregon would be better able to meet
the energy challenges that Oregon faces by reorganizing the State
Department of Energy.
  (2) In carrying out the study described in subsection (1) of
this section, the Oregon Department of Administrative Services
shall consider any recommendations made by the Oregon Growth
Board established by section 3, chapter 90, Oregon Laws 2012.
  (3) The Oregon Department of Administrative Services shall
report the results of the study, and shall include
recommendations for legislation, to the interim committees of the
Legislative Assembly related to environment and natural resources
on or before November 1, 2013. + }
  SECTION 2.  { + Section 1 of this 2013 Act is repealed on
January 2, 2015. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
