SUMMARY The following summary is not prepared by the sponsors of the measure and is not a part of the body thereof subject to consideration by the Legislative Assembly. It is an editor's brief statement of the essential features of the measure as introduced. Requires State Department of Energy and Public Utility Commission to jointly conduct study of issues related to feasibility of electric companies implementing and maintaining electricity storage systems. Directs department and commission to report results of study to interim committees of Legislative Assembly related to energy on or before November 1, 2014. Sunsets January 2, 2015. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to energy; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The State Department of Energy and the Public Utility Commission shall jointly conduct a study of issues related to the feasibility of electric companies implementing and maintaining pumped-storage hydroelectric systems, compressed air energy storage systems, hydrogen storage systems, flywheel energy storage systems and other electricity storage systems and the increase in rates that would occur because of the implementation and maintenance of such systems. (2) The department shall report the results of the study to the interim committees of the Legislative Assembly related to energy on or before November 1, 2014. + } SECTION 2. { + Section 1 of this 2013 Act is repealed on January 2, 2015. + } SECTION 3. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
