SUMMARY
The following summary is not prepared by the sponsors of the

introduced.
Requires State Department of Energy, after consultation with
other state agencies, to develop strategic plan related to
creation of energy conservation and efficiency innovation
laboratory. Specifies content of plan. Requires department to
report to Legislative Assembly.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to an energy conservation and efficiency innovation
laboratory; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The State Department of Energy, after
consultation with other state agencies, shall develop a strategic
plan related to the creation of an energy conservation and
efficiency innovation laboratory that promotes energy
conservation and efficiency in buildings and groups of buildings
owned or leased by the State of Oregon. The plan must include
provisions related to the laboratory engaging in:
(a) The identification of data needs, and creation of a
baseline energy use, for each building or group of buildings.
(b) The identification of energy conservation and efficiency
retrofits that may be undertaken in each building or group of
buildings.
(c) The development of criteria for energy conservation and
efficiency audits in each building or group of buildings.
(d) The identification of energy conservation and efficiency
measures for each building or group of buildings that increase
energy savings by at least 20 percent more than the baselines
specified in paragraph (a) of this paragraph during a period of
10 years.
(e) The development of logistical strategies related to the
relocation of employees during periods when each building or
group of buildings is undergoing energy conservation and
efficiency retrofits.
(f) The development of prequalification criteria for
contractors who can provide bids or proposals for conservation
and efficiency audits and energy conservation and efficiency
retrofits.
(g) The creation of funding models to finance energy
conservation and efficiency audits, energy conservation and
efficiency retrofits and the work of the energy conservation and
efficiency innovation laboratory. The models must include a
description of methods to reduce financial risk to the state.
(2) In developing the plan described in this section, the
department shall consider the application of ORS 276.900 to
276.915 and 469.730 to 469.745 and ORS chapter 470. + }
SECTION 2. { + The State Department of Energy shall report
regarding the development of the plan described in section 1 of
this 2013 Act to the interim committees of the Legislative
Assembly related to environment and natural resources on or
before November 1, 2013. + }
SECTION 3. { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
