It is an editor's brief statement of the essential features of the measure as introduced. Directs Legislative Revenue Officer to prepare statement for each legislative measure that extends sunset of tax credit. Provides that statement is to set forth policy goals of each credit and metrics for measuring credit's effectiveness in achieving policy goals. Applies to legislative measures introduced for odd-numbered year regular sessions beginning on or after January 1, 2015. A BILL FOR AN ACT Relating to review of tax credit sunset provisions. Be It Enacted by the People of the State of Oregon: SECTION 1. { + Section 2 of this 2013 Act is added to and made a part of ORS chapter 315. + } SECTION 2. { + For each measure reported out of a committee of the Legislative Assembly the effect of which is to extend the time of applicability of an income or excise tax credit, the Legislative Revenue Officer, with aid of the Legislative Fiscal Officer and the Department of Revenue, shall prepare a statement that includes: (1) The policy goals, both social and economic, intended to be achieved by the credit. (2) Specific metrics that can be used to measure the credit's effectiveness at achieving the credit's stated policy goals. + } SECTION 3. { + Section 2 of this 2013 Act applies to measures introduced for odd-numbered year regular sessions of the Legislative Assembly beginning on or after January 1, 2015. + } ----------
