                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires owner of foreclosed residential real property to
provide contact information to neighborhood association or local
government official designated to receive contact information.
  Permits local government to issue citation and impose fine on
person that fails to comply with requirement to provide contact
information.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to contact information for the owner of foreclosed
  residential real property; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'foreclosed
residential real property' means residential property, as defined
in ORS 18.901, that a person other than a natural person or a
local government obtains as a result of:
  (a) A foreclosure of a trust deed on the residential property;
  (b) A judgment that forecloses a lien on the residential
property; or
  (c) Purchasing the residential property at a trustee's sale or
a sheriff's sale.
  (2) A person that owns foreclosed residential real property
shall provide the person's name or the name of an agent of the
person and a telephone number or other means for contacting the
person or the person's agent to:
  (a) The neighborhood association for the neighborhood in which
the foreclosed residential real property is located; or
  (b) An official that a local government designates to receive
the information described in this subsection.
  (3) A local government may issue a citation to and impose a
fine on a person that fails to comply with the provisions of
subsection (2) of this section. The local government by ordinance
or resolution may prescribe the class of citation and the amount
of the fine.
  (4) This section does not preempt local government ordinances,
resolutions or regulations. + }
  SECTION 2.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
