A RESOLUTION
To encourage the use of federal economic recovery 1
funds to promote goods and services made or 2
performed by American citizens and companies. 3


BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO:

       WHEREAS, The economic downturn is having a critical impact on 4
everyday Americans who are struggling to maintain or find jobs in 5
an increasingly difficult environment; and6

       WHEREAS, Those same Americans are the taxpayers that provide 7
the revenue needed to operate essential government services; and8

       WHEREAS, Congress has enacted an economic recovery package 9
that will provide significant amounts of money to the cities and 10
states and immediately will provide considerable infrastructure 11
rebuilding, green energy projects, and other projects that will 12
require manufactured components; and13

       WHEREAS, American taxpayer dollars should be spent to 14
maximize the creation of American jobs and restore the economic 15
vitality of our communities; and16

       WHEREAS, Any domestically produced products that are 17
purchased with federal economic recovery plan funds will 18
immediately help struggling American families and will stabilize 19
our greater economy; and20

       WHEREAS, Any economic recovery plan spending should, to every 21
extent possible and in accordance with state and federal law, 22
include a commitment from the Governor to buy goods and services 23
for projects from companies that are produced within the United 24
States, thus employing the very workers that pay the taxes for the 25
economic recovery plan spending in the first place; now therefore 26
be it27

       RESOLVED, That the Ohio Senate will work to maximize the 28
creation of American jobs and restore economic growth and 29
opportunity by spending economic recovery plan funds on goods and 30
services that both create jobs and help keep Americans employed; 31
and be it further32

       RESOLVED, That the Ohio Senate commits to purchasing only 33
goods and services that are made in the United States of America 34
or performed by Americans whenever and wherever possible with any 35
federal economic recovery funds provided to Ohio by the American 36
taxpayers; and be it further37

       RESOLVED, That as members of the Ohio Senate, we request that 38
any waivers of procurement priorities be published in order to 39
give American workers and producers the opportunity to identify 40
and provide the American products and services that will maximize 41
the success of our nation's economic recovery program; and be it 42
further43

       RESOLVED, That the Clerk of the Senate transmit duly 44
authenticated copies of this resolution to the news media of Ohio.45
