A CONCURRENT RESOLUTION

To urge Congress to support the provision of

efficient and comprehensive mental health

2

treatment to combat military personnel and combat

3

veterans who are suffering from Posttraumatic

4

Stress Disorder (PTSD) and other combat-related

5

stress disorders.

BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO
(THE HOUSE OF REPRESENTATIVES CONCURRING):

WHEREAS, The most common mental health problems faced by	7
returning troops are Posttraumatic Stress Disorder (PTSD),	8
depression, and other combat-related stress disorders; and	9

WHEREAS, The wars in Afghanistan and Iraq are the longest	10
combat operations since Vietnam, and the stress of being in a war	11
zone combined with the stress of being away from home for long	12
periods of time can increase the chance of having PTSD or other	13
mental health problems; and	14

WHEREAS, In 2009, more than 330 members of the United States	15
Armed Forces nationwide committed suicide, and it is estimated	16
that for every death, at least five members of the United States	17
Armed Forces were hospitalized for attempting to take their own	18
lives; and	19

WHEREAS, The United States Department of Veterans Affairs,	20
the Department of Defense, and many other entities are working to	21
identify and address the issues of combat veterans and combat	22
military personnel suffering from PTSD and other combat-related	23
stress disorders; and	24

WHEREAS, The United States Department of Veterans Affairs has	25
established the National Center for PTSD as a center of excellence	26
for research and education on the prevention, understanding, and	27
treatment of PTSD; and	28

WHEREAS, The United States Department of Veterans Affairs has	29
a PTSD program at each of Ohio's VA Medical Centers; and	30

WHEREAS, Mental trauma is not as easily identifiable as the	31
physical trauma suffered by combat military personnel and combat	32
veterans, and may require additional resources to identify and	33
treat; and	34

WHEREAS, While support and treatment programs are available	35
to combat veterans and combat military personnel suffering from	36
PTSD or other combat-related stress disorders, there are many	37
service members who are still not receiving sufficient treatment;	38
and	39

WHEREAS, The service members who willingly sacrifice their	40
safety for the freedom of all Americans deserve to have access to	41
all the resources and support services necessary for them to	42
reintegrate into society; now therefore be it	43

RESOLVED, That we, the members of the 129th General Assembly	44
of the State of Ohio, urge the Congress of the United States to	45
support the provision of efficient and comprehensive mental health	46
treatment to combat military personnel and combat veterans who are	47
suffering from PTSD and other combat-related stress disorders; and	48
be it further	49

RESOLVED, That the Clerk of the Senate transmit duly	50
authenticated copies of this resolution to the President of the	51
United States, to the Speaker and the Clerk of the United States	52
House of Representatives, to the President Pro Tempore and the	53
Secretary of the United States Senate, to the members of the Ohio	54
Congressional delegation, and to the news media of Ohio.	55
