A BILL
To require the State Board of Education to establish 1
criteria and procedures for the awarding of 2
bullying prevention and education funds to school 3
districts and to make an appropriation.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  Money may be distributed to a school district 5
under Section 2 of this act only upon the approval of an 6
application submitted by the district. The State Board of 7
Education shall prescribe an application form and establish 8
criteria for the awarding of funds and procedures for the 9
consideration and approval of applications.10

       Section 2. All items in this section are hereby appropriated 11
as designated out of any moneys in the state treasury to the 12
credit of the designated fund. For all appropriations made in this 13
act, those in the first column are for fiscal year 2014 and those 14
in the second column are for fiscal year 2015. The appropriations 15
made in this act are in addition to any other appropriations made 16
for the FY 2014-FY 2015 biennium.17

       BULLYING PREVENTION GRANTS23

       The foregoing appropriation item 200596, Bullying Prevention 24
Grants, shall be used to distribute funds awarded under the School 25
Bullying Prevention and Education Grant Program, which is hereby 26
established. This program shall award grants in accordance with 27
Sections 1 and 2 of this act to school districts for bullying 28
prevention and education programs designed specifically for middle 29
school students. Upon approval of an application, the funds shall 30
be distributed based on school district enrollment as follows: (1) 31
up to $1,000 to a district with fewer than 1,000 enrolled 32
students, (2) up to $2,000 to a district with between 1,000 and 33
2,000 enrolled students, (3) up to $5,000 to a district with 34
greater than 2,000 but fewer than 10,000 enrolled students, and 35
(4) up to $10,000 to a district with 10,000 or more enrolled 36
students.37

       Section 3. The Superintendent of Public Instruction shall 38
certify to the Director of Budget and Management the aggregate 39
amount of the grants awarded under Section 2 of this act. Upon 40
receiving certification, the Director of Budget and Management 41
shall transfer cash in the amount certified from the Budget 42
Stabilization Fund to the General Revenue Fund.43

       Section 4. Within the limits set forth in this act, the 44
Director of Budget and Management shall establish accounts 45
indicating the source and amount of funds for each appropriation 46
made in this act, and shall determine the form and manner in which 47
appropriation accounts shall be maintained. Expenditures from 48
appropriations contained in this act shall be accounted for as 49
though made in Am. Sub. H.B. 59 of the 130th General Assembly.50

       The appropriations made in this act are subject to all 51
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that 52
are generally applicable to such appropriations.53
