To establish state funding for job training related 1
or ancillary to the oil and gas industry and to 2
make an appropriation.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  All items in this act are hereby appropriated as 4
designated out of any moneys in the state treasury to the credit 5
of the General Services Fund Group. For all appropriations made in 6
this act, those in the first column are for fiscal year 2012 and 7
those in the second column are for fiscal year 2013. The 8
appropriations made in this act are in addition to any other 9
appropriations made for the FY 2012-FY 2013 biennium.10

       ADVANCED SCIENCES AND TECHNOLOGY CENTER17

       The foregoing appropriation items 235670, Advanced Sciences 18
and Technology Center - Muskingum, and 235671, Advanced Sciences 19
and Technology Center – Guernsey, shall be used by Zane State 20
College, in Muskingum and Guernsey counties respectively, for 21
training for jobs related to the oil and gas industry as well as 22
jobs that are ancillary to that industry.23

       An amount equal to the unexpended, unencumbered portion of 24
the foregoing appropriation item 235670, Advanced Sciences and 25
Technology Center - Muskingum, at the end of fiscal year 2012 is 26
hereby reappropriated to the Board of Regents for the same purpose 27
for fiscal year 2013.28

       An amount equal to the unexpended, unencumbered portion of 29
the foregoing appropriation item 235671, Advanced Sciences and 30
Technology Center - Guernsey, at the end of fiscal year 2012 is 31
hereby reappropriated to the Board of Regents for the same purpose 32
for fiscal year 2013.33

       Section 2.  Within the limits set forth in this act, the 34
Director of Budget and Management shall establish accounts 35
indicating the source and amount of funds for each appropriation 36
made in this act, and shall determine the form and manner in which 37
appropriation accounts shall be maintained. Expenditures from 38
appropriations contained in this act shall be accounted for as 39
though made in Am. Sub. H.B. 153 of the 129th General Assembly.40

       The appropriations made in this act are subject to all 41
provisions of Am. Sub. H.B. 153 of the 129th General Assembly that 42
are generally applicable to such appropriations. 43

       Section 3.  This act and the items of law of which it is 44
composed, are not subject to the referendum because they are or 45
relate to an appropriation for current expenses within the meaning 46
of Ohio Constitution, Article II, Section 1d and, therefore, go 47
into immediate effect when this act becomes law.48
