A RESOLUTION
To request the Congress of the United States to 1
authorize appropriations for the Trafficking 2
Victims Protection Act of 2000 for fiscal year 3
2013 and later fiscal years.4


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:

       WHEREAS, The Congress of the United States enacted the 5
Trafficking Victims Protection Act of 2000, Public Law No. 6
106-386, Division A, for the purpose of combating trafficking in 7
persons, a contemporary manifestation of slavery whose victims are 8
predominantly women and children, to ensure just and effective 9
punishment of traffickers, and to protect their victims; and 10

       WHEREAS, The Congress of the United States did not authorize 11
appropriations for the Trafficking Victims Protection Act of 2000, 12
Public Law No. 106-386, Division A, as amended, for fiscal year 13
2012 and has not yet authorized appropriations for the Trafficking 14
Victims Protection Act of 2000 for fiscal year 2013 and later 15
fiscal years; and16

       WHEREAS, The continuation of the combat against trafficking 17
in persons and ensuring the just and effective punishment of 18
traffickers and the protection of their victims is dependent on 19
the Congress of the United States authorizing appropriations for 20
the Trafficking Victims Protection Act of 2000 for fiscal year 21
2013 and later fiscal years; and22

       WHEREAS, Attorneys General from across the United States have 23
urged Congress to enact legislation that authorizes appropriations 24
for the Trafficking Victims Protection Act of 2000; and25

       WHEREAS, This legislative body can work in a spirit of 26
cooperation with the efforts of Ohio's Attorney General; now 27
therefore be it 28

       RESOLVED, That the Ohio House of Representatives requests the 29
Congress of the United States to enact legislation that authorizes 30
appropriations for the Trafficking Victims Protection Act of 2000 31
for fiscal year 2013 and later fiscal years; and be it further32

       RESOLVED, That the Legislative Clerk of the House of 33
Representatives transmit duly authenticated copies of this 34
resolution to the Speaker and Clerk of the United States House of 35
Representatives and the President Pro Tempore and Secretary of the 36
United States Senate.37
