A JOINT RESOLUTION
Applying for an amendments convention under Article V 1
of the United States Constitution.2


BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       WHEREAS, Article V of the Constitution of the United States 3
provides authority for a convention to be called by the Congress 4
of the United States for the purpose of proposing amendments to 5
the Constitution upon application of two-thirds of the 6
legislatures of the several states ("amendments convention"); and7

       WHEREAS, The General Assembly of the State of Ohio favors the 8
proposal and ratification of the following amendment to the 9
Constitution of the United States:10

"AMENDMENT XXVIII

       Section 1. The rights extended by this Constitution, intended 12
for people, refer to and are granted only to natural human beings 13
of the species homo sapiens.14

       Section 2. Congress shall have the power to define and 15
regulate contributions and expenditures for the purpose of 16
electing candidates for federal office without regard to whether 17
such activity is carried out in consultation with or independent 18
of any candidate, official committee, or political party.19

       Section 3. Each state shall have the power to define and 20
regulate contributions and expenditures for the purpose of 21
electing candidates for state or local office, or any other issue 22
put before the people of that given state for a vote, without 23
regard to whether such activity is carried out in consultation 24
with or independent of any candidate, official committee, or 25
political party.26

       Section 4. Nothing contained in this article shall be 27
construed to abridge the freedom of the press."28

       Now therefore be it29

       RESOLVED, That, as provided for in Article V of the 30
Constitution of the United States, the General Assembly of the 31
State of Ohio respectfully applies for an amendments convention to 32
be called for the purpose of proposing the previously stated 33
amendment to the Constitution; and be it further34

       RESOLVED, That the amendments convention contemplated by this 35
application shall be entirely focused upon and exclusively limited 36
to the subject matter of proposing for ratification the previously 37
stated amendment to the Constitution; and be it further38

       RESOLVED, That this application constitutes a continuing 39
application in accordance with Article V of the Constitution of 40
the United States until at least two-thirds of the legislatures of 41
the several states have made application for an equivalently 42
limited amendments convention; and be it further43

       RESOLVED, That the General Assembly of the State of Ohio 44
urges the legislatures of the several states to apply for an 45
amendments convention under Article V of the United States 46
Constitution for the purpose of proposing for ratification the 47
previously stated amendment to the Constitution; and be it further 48

       RESOLVED, That the Clerk of the House of Representatives 49
transmit duly authenticated copies of this resolution to the 50
President Pro Tempore of the United States Senate, the Speaker of 51
the United States House of Representatives, each member of the 52
Ohio Congressional delegation, and the presiding officers of each 53
house of the several state legislatures, requesting their 54
cooperation in applying for the amendments convention limited to 55
the subject matter contemplated by this application.56
