A CONCURRENT RESOLUTION
To strongly urge the Federal Aviation Administration 1
to consider immediately adding additional 2
qualified unmanned aircraft systems research and 3
test sites to the six chosen research and test 4
sites.5


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


        WHEREAS, On December 30, 2013, the Federal Aviation 6
Administration announced that the states of Alaska, Nevada, New 7
York, North Dakota, Texas, and Virginia will host sites for the 8
research and testing of unmanned aircraft systems in anticipation 9
of future widespread operation of such aircraft systems in this 10
country; and11

        WHEREAS, Ohio and Indiana jointly submitted an application to 12
host a site and the application met the stated criteria that was 13
utilized by the Federal Aviation Administration in selecting the 14
sites, including geography, climate, location of ground 15
infrastructure, research needs, airspace use, safety, aviation 16
experience, and risk; and 17

       WHEREAS, Of the six research and test sites selected by the 18
Federal Aviation Administration, none are located in the 19
midwestern part of this country; rather, four are located in the 20
western part of this country and two are located in the eastern 21
part of this country; and22

       WHEREAS, The Federal Aviation Administration has yet to 23
disclose the specific findings that resulted from its 24
decision-making process on this matter, and, until it does so, 25
legitimate questions linger as to how and why the Federal Aviation 26
Administration arrived at its final decision; now therefore be it27

        RESOLVED, That the Federal Aviation Administration is 28
strongly urged to evaluate immediately all of the applications 29
that were submitted for consideration but were not selected and to 30
consider adding additional unmanned aircraft systems research and 31
test sites that are qualified and bring value to the mission of 32
integrating unmanned aircraft systems into the national airspace; 33
and be it further34

        RESOLVED, That the Clerk of the House of Representatives 35
transmit duly authenticated copies of this resolution to the 36
President of the United States, the President Pro Tempore and 37
Secretary of the United States Senate, the Speaker and the Clerk 38
of the United States House of Representatives, the Administrator 39
of the Federal Aviation Administration, the members of the Ohio 40
Congressional delegation, and to the news media of Ohio.41
