A CONCURRENT RESOLUTION
To urge Congress to pass the "Short Sea Shipping Act 1
of 2011."2


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, Representatives Pat Tiberi (R-OH), Steven C. 3
LaTourette (R-OH), and Brian Higgins (D-NY) introduced on April 4
14, 2011, H.R. 1533, the "Short Sea Shipping Act of 2011"; and5

       WHEREAS, The Act exempts commercial cargo loaded at a port on 6
the United States mainland and unloaded at a Canadian port located 7
in the Great Lakes-St. Lawrence Seaway System, cargo loaded at a 8
Canadian port located in the Great Lakes-St. Lawrence Seaway 9
System and unloaded at a port on the United States mainland, or 10
cargo shipped between ports on the United States mainland that 11
travels by coastal route or river from the federal Harbor 12
Maintenance Tax; and13

       WHEREAS, The Act has bipartisan sponsors and has received 14
bipartisan congressional support when considered in past sessions 15
of Congress; and16

       WHEREAS, The Harbor Maintenance Tax keeps cargo shippers from 17
viewing maritime transport as a viable transportation option; and18

       WHEREAS, Shipping cargo by maritime transport saves time and 19
fuel for shippers, reduces road and highway traffic, and reduces 20
pollution; and21

       WHEREAS, The Act could open up new investment and encourage 22
economic growth and job creation in the Great Lakes region and in 23
the state; now therefore be it24

       RESOLVED, That we, the members of the 129th General Assembly 25
of the State of Ohio, urge the Speaker of the United States House 26
of Representatives, the President Pro Tempore of the United States 27
Senate, and the Congress of the United States to pass the "Short 28
Sea Shipping Act of 2011"; and be it further29

       RESOLVED, That we, the members of the 129th General Assembly 30
of the State of Ohio, express gratitude to Representatives Pat 31
Tiberi and Steven C. LaTourette of the United States House of 32
Representatives for sponsoring and introducing the "Short Sea 33
Shipping Act of 2011"; and be it further34

       RESOLVED, That the Clerk of the House of Representatives 35
transmit duly authenticated copies of this resolution to the 36
Speaker and Clerk of the United States House of Representatives, 37
the President Pro Tempore and Secretary of the United States 38
Senate, the President of the United States, the members of the 39
Ohio Congressional delegation, and the news media of Ohio.40
