BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. It is the General Assembly's intent to ensure that 4
Ohioans' constitutional right to freedom of speech is protected 5
and to review sections 3501.35 and 3599.20 of the Revised Code 6
regarding their constitutionality and any potential risk of 7
criminalizing free speech.8
