BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
| Section 1. That section 101.28 of the Revised Code be amended | 9 |

to read as follows: | 10 |
| Sec. 101.28. (A) Joint conventions of the two houses of the | 11 |
|
general assembly shall be held in the hall of the house of | 12 |
|
representatives, unless otherwise ordered by joint resolution. | 13 |
DuringNo joint resolution shall be adopted authorizing a joint | 14 |
|
convention to be held at a location other than the hall of the | 15 |
|
house of representatives, for the purpose of hearing the | 16 |
|
governor's annual message on the condition of the state, pursuant | 17 |
|
to Section 7 of Article III, Ohio Constitution; provided that, the | 18 |
|
governor may deliver that message via electronic media from any | 19 |
|
location in this state.

| (B) During a joint convention, each house shall be deemed in | 21 |
|
session as a separate branch of the general assembly. Except in | 22 |
|
voting in elections where each member is entitled to a separate | 23 |
|
vote, each house shall act separately and no question shall be | 24 |
|
carried otherwise than by concurrent action of both houses. Either | 25 |
|
house, by vote of a majority of its members, may dissolve such | 26 |
|
convention by an order withdrawing therefrom. A joint convention, | 27 |
|
by the concurrent vote of the two houses, may recess or adjourn to | 28 |
|
a time certain; but such recess or adjournment of the convention | 29 |
|
shall not be an adjournment or recess of either house, or prevent | 30 |
|
such house from proceeding with its business during such recess or | 31 |
|
adjournment. | 32 |
| Section 2. That existing section 101.28 of the Revised Code | 33 |
|
is hereby repealed. | 34 |
