A BILL
To enact section 124.16 of the Revised Code to base 1
the total amount that the administrative 2
departments spend on the salaries or wages of 3
their employees on changes in the Gross Domestic 4
Product of Ohio.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 124.16 of the Revised Code be enacted 6
to read as follows:7

       Sec. 124.16. (A) As used in this section:8

       (1) "Employee" means an employee paid in whole or in part by 9
the state.10

       (2) "Salaries or wages" do not include employee benefits such 11
as paid leave, insurance coverage, or retirement benefits.12

       (3) "Administrative department" means an administrative 13
department created by section 121.02 of the Revised Code.14

       (B) Not later than the first day of June of each odd-numbered 15
year, the legislative service commission shall calculate and 16
publish the increase or decrease in the gross domestic product of 17
this state in chained 2000 dollars for the two-year period ending 18
on the immediately preceding thirty-first day of December. The 19
commission also shall calculate and publish the increase or 20
decrease for each calendar year of that two-year period.21

       (C)(1) Beginning on the first day of July of each 22
odd-numbered year, each administrative department shall decrease 23
the total amount that the administrative department spends on the 24
salaries or wages of its employees in an amount that is not less 25
than the decrease, if there was a decrease, in the gross 26
domestic product of this state for the two-year period that was 27
most recently calculated and published under division (B) of 28
this section.29

       (2) Beginning on the first day of July of each odd-numbered 30
year, each administrative department may, but is not required to, 31
increase the total amount that the administrative department 32
spends on the salaries or wages of its employees in an amount 33
that is not more than the increase, if there was an increase, in 34
the gross domestic product of this state for the two-year period 35
that was most recently calculated and published under division 36
(B) of this section.37
