A BILL
To amend section 4501.21 and to enact sections 1
4503.514, 4503.524, 4503.525, 4503.533, 4503.549, 2
4503.732, and 4503.90 of the Revised Code to 3
create certain special license plates.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1.  That section 4501.21 be amended and sections 5
4503.514, 4503.524, 4503.525, 4503.533, 4503.549, 4503.732, and 6
4503.90 of the Revised Code be enacted to read as follows:7

       Sec. 4501.21.  (A) There is hereby created in the state 8
treasury the license plate contribution fund. The fund shall 9
consist of all contributions paid by motor vehicle registrants and 10
collected by the registrar of motor vehicles pursuant to sections 11
4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499, 12
4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.514,13
4503.522, 4503.523, 4503.524, 4503.525, 4503.531, 4503.545, 14
4503.55, 4503.551, 4503.552, 4503.553, 4503.561, 4503.562, 15
4503.564, 4503.591, 4503.67, 4503.68, 4503.69, 4503.701, 4503.71, 16
4503.711, 4503.712, 4503.713, 4503.72, 4503.73, 4503.74, 4503.75, 17
4503.751, 4503.85, 4503.89, 4503.90, 4503.92, and 4503.94 of the 18
Revised Code. 19

       (B) The registrar shall pay the contributions the registrar 20
collects in the fund as follows: 21

        The registrar shall pay the contributions received pursuant 22
to section 4503.491 of the Revised Code to the breast cancer fund 23
of Ohio, which shall use that money only to pay for programs that 24
provide assistance and education to Ohio breast cancer patients 25
and that improve access for such patients to quality health care 26
and clinical trials and shall not use any of the money for 27
abortion information, counseling, services, or other 28
abortion-related activities. 29

        The registrar shall pay the contributions received pursuant 30
to section 4503.493 of the Revised Code to the autism society of 31
Ohio, which shall use the contributions for programs and autism 32
awareness efforts throughout the state. 33

       The registrar shall pay the contributions the registrar 34
receives pursuant to section 4503.494 of the Revised Code to the 35
national multiple sclerosis society for distribution in equal 36
amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 37
chapters of the national multiple sclerosis society. These 38
chapters shall use the money they receive under this section to 39
assist in paying the expenses they incur in providing services 40
directly to their clients.41

       The registrar shall pay the contributions the registrar 42
receives pursuant to section 4503.496 of the Revised Code to the 43
Ohio sickle cell and health association, which shall use the 44
contributions to help support educational, clinical, and social 45
support services for adults who have sickle cell disease.46

       The registrar shall pay the contributions the registrar 47
receives pursuant to section 4503.498 of the Revised Code to 48
special olympics Ohio, inc., which shall use the contributions for 49
its programs, charitable efforts, and other activities. 50

       The registrar shall pay the contributions the registrar 51
receives pursuant to section 4503.499 of the Revised Code to the 52
children's glioma cancer foundation, which shall use the 53
contributions for its research and other programs. 54

        The registrar shall pay the contributions the registrar 55
receives pursuant to section 4503.50 of the Revised Code to the 56
future farmers of America foundation, which shall deposit the 57
contributions into its general account to be used for educational 58
and scholarship purposes of the future farmers of America 59
foundation. 60

        The registrar shall pay the contributions the registrar 61
receives pursuant to section 4503.501 of the Revised Code to the 62
4-H youth development program of the Ohio state university 63
extension program, which shall use those contributions to pay the 64
expenses it incurs in conducting its educational activities. 65

        The registrar shall pay the contributions received pursuant 66
to section 4503.502 of the Revised Code to the Ohio cattlemen's 67
foundation, which shall use those contributions for scholarships 68
and other educational activities. 69

       The registrar shall pay the contributions received pursuant 70
to section 4503.505 of the Revised Code to the organization Ohio 71
region phi theta kappa, which shall use those contributions for 72
scholarships for students who are members of that organization. 73

        The registrar shall pay each contribution the registrar 74
receives pursuant to section 4503.51 of the Revised Code to the 75
university or college whose name or marking or design appears on 76
collegiate license plates that are issued to a person under that 77
section. A university or college that receives contributions from 78
the fund shall deposit the contributions into its general 79
scholarship fund. 80

       The registrar shall pay the contributions the registrar 81
receives pursuant to section 4503.514 of the Revised Code to the 82
Ohio legislative black caucus foundation, which shall use the 83
contributions to fund scholarships the foundation awards to 84
students who attend Central State university or Wilberforce 85
university.86

        The registrar shall pay the contributions the registrar 87
receives pursuant to section 4503.522 of the Revised Code to the 88
"friends of Perry's victory and international peace memorial, 89
incorporated," a nonprofit corporation organized under the laws of 90
this state, to assist that organization in paying the expenses it 91
incurs in sponsoring or holding charitable, educational, and 92
cultural events at the monument. 93

       The registrar shall pay the contributions the registrar 94
receives pursuant to section 4503.523 of the Revised Code to the 95
fairport lights foundation, which shall use the money to pay for 96
the restoration, maintenance, and preservation of the lighthouses 97
of fairport harbor. 98

       The registrar shall pay the contributions the registrar 99
receives pursuant to section 4503.524 of the Revised Code to the 100
Massillon tiger football booster club, which shall use the 101
contributions only to promote and support the football team of 102
Washington high school of the Massillon city school district.103

       The registrar shall pay the contributions the registrar 104
receives pursuant to section 4503.525 of the Revised Code to the 105
United States power squadron districts seven, eleven, twenty-four, 106
and twenty-nine in equal amounts. Each power squadron district 107
shall use the money it receives under this section to pay for the 108
educational boating programs each district holds or sponsors 109
within this state.110

       The registrar shall pay the contributions the registrar 111
receives pursuant to section 4503.531 of the Revised Code to the 112
thank you foundation, incorporated, a nonprofit corporation 113
organized under the laws of this state, to assist that 114
organization in paying for the charitable activities and programs 115
it sponsors in support of United States military personnel, 116
veterans, and their families.117

        The registrar shall pay the contributions the registrar 118
receives pursuant to section 4503.55 of the Revised Code to the 119
pro football hall of fame, which shall deposit the contributions 120
into a special bank account that it establishes and which shall be 121
separate and distinct from any other account the pro football hall 122
of fame maintains, to be used exclusively for the purpose of 123
promoting the pro football hall of fame as a travel destination. 124

        The registrar shall pay the contributions that are paid to 125
the registrar pursuant to section 4503.545 of the Revised Code to 126
the national rifle association foundation, which shall use the 127
money to pay the costs of the educational activities and programs 128
the foundation holds or sponsors in this state. 129

        The registrar shall pay to the Ohio pet fund the 130
contributions the registrar receives pursuant to section 4503.551 131
of the Revised Code and any other money from any other source, 132
including donations, gifts, and grants, that is designated by the 133
source to be paid to the Ohio pet fund. The Ohio pet fund shall 134
use the moneys it receives under this section to support programs 135
for the sterilization of dogs and cats and for educational 136
programs concerning the proper veterinary care of those animals, 137
and for expenses of the Ohio pet fund that are reasonably 138
necessary for it to obtain and maintain its tax-exempt status and 139
to perform its duties. 140

        The registrar shall pay the contributions the registrar 141
receives pursuant to section 4503.552 of the Revised Code to the 142
rock and roll hall of fame and museum, incorporated. 143

        The registrar shall pay the contributions the registrar 144
receives pursuant to section 4503.553 of the Revised Code to the 145
Ohio coalition for animals, incorporated, a nonprofit corporation. 146
Except as provided in division (B) of this section, the coalition 147
shall distribute the money to its members, and the members shall 148
use the money only to pay for educational, charitable, and other 149
programs of each coalition member that provide care for unwanted, 150
abused, and neglected horses. The Ohio coalition for animals may 151
use a portion of the money to pay for reasonable marketing costs 152
incurred in the design and promotion of the license plate and for 153
administrative costs incurred in the disbursement and management 154
of funds received under this section. 155

        The registrar shall pay the contributions the registrar 156
receives pursuant to section 4503.561 of the Revised Code to the 157
state of Ohio chapter of ducks unlimited, inc., which shall 158
deposit the contributions into a special bank account that it 159
establishes. The special bank account shall be separate and 160
distinct from any other account the state of Ohio chapter of ducks 161
unlimited, inc., maintains and shall be used exclusively for the 162
purpose of protecting, enhancing, restoring, and managing wetlands 163
and conserving wildlife habitat. The state of Ohio chapter of 164
ducks unlimited, inc., annually shall notify the registrar in 165
writing of the name, address, and account to which such payments 166
are to be made. 167

        The registrar shall pay the contributions the registrar 168
receives pursuant to section 4503.562 of the Revised Code to the 169
Mahoning river consortium, which shall use the money to pay the 170
expenses it incurs in restoring and maintaining the Mahoning river 171
watershed. 172

       The registrar shall pay the contributions the registrar 173
receives pursuant to section 4503.564 of the Revised Code to 174
Antioch college for the use of the Glen Helen ecology institute to 175
pay expenses related to the Glen Helen nature preserve.176

        The registrar shall pay to a sports commission created 177
pursuant to section 4503.591 of the Revised Code each contribution 178
the registrar receives under that section that an applicant pays 179
to obtain license plates that bear the logo of a professional 180
sports team located in the county of that sports commission and 181
that is participating in the license plate program pursuant to 182
division (E) of that section, irrespective of the county of 183
residence of an applicant. 184

        The registrar shall pay to a community charity each 185
contribution the registrar receives under section 4503.591 of the 186
Revised Code that an applicant pays to obtain license plates that 187
bear the logo of a professional sports team that is participating 188
in the license plate program pursuant to division (G) of that 189
section. 190

        The registrar shall pay the contributions the registrar 191
receives pursuant to section 4503.67 of the Revised Code to the 192
Dan Beard council of the boy scouts of America. The council shall 193
distribute all contributions in an equitable manner throughout the 194
state to regional councils of the boy scouts. 195

        The registrar shall pay the contributions the registrar 196
receives pursuant to section 4503.68 of the Revised Code to the 197
great river council of the girl scouts of the United States of 198
America. The council shall distribute all contributions in an 199
equitable manner throughout the state to regional councils of the 200
girl scouts. 201

        The registrar shall pay the contributions the registrar 202
receives pursuant to section 4503.69 of the Revised Code to the 203
Dan Beard council of the boy scouts of America. The council shall 204
distribute all contributions in an equitable manner throughout the 205
state to regional councils of the boy scouts. 206

       The registrar shall pay the contributions the registrar 207
receives pursuant to section 4503.701 of the Revised Code to the 208
Prince Hall grand lodge of free and accepted masons of Ohio, which 209
shall use the contributions for scholarship purposes.210

        The registrar shall pay the contributions the registrar 211
receives pursuant to section 4503.71 of the Revised Code to the 212
fraternal order of police of Ohio, incorporated, which shall 213
deposit the fees into its general account to be used for purposes 214
of the fraternal order of police of Ohio, incorporated. 215

        The registrar shall pay the contributions the registrar 216
receives pursuant to section 4503.711 of the Revised Code to the 217
fraternal order of police of Ohio, incorporated, which shall 218
deposit the contributions into an account that it creates to be 219
used for the purpose of advancing and protecting the law 220
enforcement profession, promoting improved law enforcement 221
methods, and teaching respect for law and order. 222

       The registrar shall pay the contributions received pursuant 223
to section 4503.712 of the Revised Code to Ohio concerns of police 224
survivors, which shall use those contributions to provide whatever 225
assistance may be appropriate to the families of Ohio law 226
enforcement officers who are killed in the line of duty. 227

       The registrar shall pay the contributions received pursuant 228
to section 4503.713 of the Revised Code to the greater Cleveland 229
peace officers memorial society, which shall use those 230
contributions to honor law enforcement officers who have died in 231
the line of duty and support its charitable purposes.232

       The registrar shall pay the contributions the registrar 233
receives pursuant to section 4503.72 of the Revised Code to the 234
organization known on March 31, 2003, as the Ohio CASA/GAL 235
association, a private, nonprofit corporation organized under 236
Chapter 1702. of the Revised Code. The Ohio CASA/GAL association 237
shall use these contributions to pay the expenses it incurs in 238
administering a program to secure the proper representation in the 239
courts of this state of abused, neglected, and dependent children, 240
and for the training and supervision of persons participating in 241
that program. 242

        The registrar shall pay the contributions the registrar 243
receives pursuant to section 4503.73 of the Revised Code to Wright 244
B. Flyer, incorporated, which shall deposit the contributions into 245
its general account to be used for purposes of Wright B. Flyer, 246
incorporated. 247

       The registrar shall pay the contributions the registrar 248
receives pursuant to section 4503.74 of the Revised Code to the 249
Columbus zoological park association, which shall disburse the 250
moneys to Ohio's major metropolitan zoos, as defined in section 251
4503.74 of the Revised Code, in accordance with a written 252
agreement entered into by the major metropolitan zoos. 253

       The registrar shall pay the contributions the registrar 254
receives pursuant to section 4503.75 of the Revised Code to the 255
rotary foundation, located on March 31, 2003, in Evanston, 256
Illinois, to be placed in a fund known as the permanent fund and 257
used to endow educational and humanitarian programs of the rotary 258
foundation. 259

       The registrar shall pay the contributions the registrar 260
receives pursuant to section 4503.751 of the Revised Code to the 261
Ohio association of realtors, which shall deposit the 262
contributions into a property disaster relief fund maintained 263
under the Ohio realtors charitable and education foundation.264

        The registrar shall pay the contributions the registrar 265
receives pursuant to section 4503.85 of the Revised Code to the 266
Ohio sea grant college program to be used for Lake Erie area 267
research projects. 268

       The registrar shall pay the contributions the registrar 269
receives pursuant to section 4503.89 of the Revised Code to the 270
American red cross of greater Columbus on behalf of the Ohio 271
chapters of the American red cross, which shall use the 272
contributions for disaster readiness, preparedness, and response 273
programs on a statewide basis.274

       The registrar shall pay the contributions the registrar 275
receives pursuant to section 4503.90 of the Revised Code to the 276
nationwide children's hospital foundation.277

       The registrar shall pay the contributions received pursuant 278
to section 4503.92 of the Revised Code to support our troops, 279
incorporated, a national nonprofit corporation, which shall use 280
those contributions in accordance with its articles of 281
incorporation and for the benefit of servicemembers of the armed 282
forces of the United States and their families when they are in 283
financial need. 284

       The registrar shall pay the contributions the registrar 285
receives pursuant to section 4503.94 of the Revised Code to the 286
Michelle's leading star foundation, which shall use the money 287
solely to fund the rental, lease, or purchase of the simulated 288
driving curriculum of the Michelle's leading star foundation by 289
boards of education of city, exempted village, local, and joint 290
vocational school districts.291

       (C) All investment earnings of the license plate contribution 292
fund shall be credited to the fund. Not later than the first day 293
of May of every year, the registrar shall distribute to each 294
entity described in division (B) of this section the investment 295
income the fund earned the previous calendar year. The amount of 296
such a distribution paid to an entity shall be proportionate to 297
the amount of money the entity received from the fund during the 298
previous calendar year. 299

       Sec. 4503.514.  (A) The owner or lessee of any passenger car, 300
noncommercial motor vehicle, recreational vehicle, or other 301
vehicle of a class approved by the registrar of motor vehicles may 302
apply to the registrar for the registration of the vehicle and 303
issuance of "Ohio legislative black caucus foundation" license 304
plates. The application may be combined with a request for a 305
special reserved license plate under section 4503.40 or 4503.42 of 306
the Revised Code. Upon receipt of the completed application and 307
compliance by the applicant with divisions (B) and (C) of this 308
section, the registrar shall issue to the applicant the 309
appropriate vehicle registration and a set of "Ohio legislative 310
black caucus foundation" license plates and a validation sticker, 311
or a validation sticker alone when required by section 4503.191 of 312
the Revised Code.313

       In addition to the letters and numbers ordinarily inscribed 314
on the license plates, "Ohio legislative black caucus foundation" 315
license plates shall bear an appropriate logo and words selected 316
by the Ohio legislative black caucus foundation and approved by 317
the registrar. "Ohio legislative black caucus foundation" license 318
plates shall display county identification stickers that identify 319
the county of registration by name or number.320

       (B) "Ohio legislative black caucus foundation" license plates 321
and a validation sticker, or validation sticker alone, shall be 322
issued upon receipt of an application for registration of a motor 323
vehicle under this section; payment of the regular license tax as 324
prescribed under section 4503.04 of the Revised Code, any 325
applicable motor vehicle license tax levied under Chapter 4504. of 326
the Revised Code, any applicable additional fee prescribed by 327
section 4503.40 or 4503.42 of the Revised Code, an additional fee 328
of ten dollars, and a contribution as provided in division (C) of 329
this section; and compliance with all other applicable laws 330
relating to the registration of motor vehicles.331

       (C) For each application for registration and registration 332
renewal notice the registrar receives under this section, the 333
registrar shall collect a contribution of fifteen dollars. The 334
registrar shall transmit this contribution to the treasurer of 335
state for deposit into the state treasury to the credit of the 336
license plate contribution fund created by section 4501.21 of the 337
Revised Code.338

       The registrar shall transmit the additional fee of ten 339
dollars, which is to compensate the bureau of motor vehicles for 340
the additional services required in the issuing of "Ohio 341
legislative black caucus foundation" license plates, to the 342
treasurer of state for deposit into the state treasury to the 343
credit of the state bureau of motor vehicles fund created by 344
section 4501.25 of the Revised Code.345

       (D) Sections 4503.77 and 4503.78 of the Revised Code do not 346
apply to license plates issued under this section.347

       Sec. 4503.524.  (A) The owner or lessee of any passenger car, 348
noncommercial motor vehicle, recreational vehicle, or other 349
vehicle of a class approved by the registrar of motor vehicles may 350
apply to the registrar for the registration of the vehicle and 351
issuance of "Massillon tiger football booster club" license 352
plates. The application for "Massillon tiger football booster 353
club" license plates may be combined with a request for a special 354
reserved license plate under section 4503.40 or 4503.42 of the 355
Revised Code. Upon receipt of the completed application and 356
compliance with division (B) of this section, the registrar shall 357
issue to the applicant the appropriate vehicle registration and a 358
set of "Massillon tiger football booster club" license plates with 359
a validation sticker or a validation sticker alone when required 360
by section 4503.191 of the Revised Code. In addition to the 361
letters and numbers ordinarily inscribed thereon, "Massillon tiger 362
football booster club" license plates shall be inscribed with 363
words and markings selected and designed by the Massillon tiger 364
football booster club and approved by the registrar. "Massillon 365
tiger football booster club" license plates shall bear county 366
identification stickers that identify the county of registration 367
by name or number.368

       (B) "Massillon tiger football booster club" license plates 369
and validation stickers shall be issued upon payment of the 370
regular license tax as prescribed under section 4503.04 of the 371
Revised Code, any applicable motor vehicle tax levied under 372
Chapter 4504. of the Revised Code, a bureau of motor vehicles 373
administrative fee of ten dollars, the contribution specified in 374
division (C) of this section, and compliance with all other 375
applicable laws relating to the registration of motor vehicles. If 376
the application for "Massillon tiger football booster club" 377
license plates is combined with a request for a special reserved 378
license plate under section 4503.40 or 4503.42 of the Revised 379
Code, the license plates and validation sticker shall be issued 380
upon payment of the contribution, fees, and taxes contained in 381
this division and the additional fee prescribed under section 382
4503.40 or 4503.42 of the Revised Code.383

       (C) For each application for registration and registration 384
renewal submitted under this section, the registrar shall collect 385
a contribution of twenty-five dollars. The registrar shall 386
transmit this contribution to the treasurer of state for deposit 387
into the license plate contribution fund created in section 388
4501.21 of the Revised Code.389

       The registrar shall deposit the ten-dollar bureau 390
administrative fee, the purpose of which is to compensate the 391
bureau for additional services required in issuing "Massillon 392
tiger football booster club" license plates, into the state bureau 393
of motor vehicles fund created in section 4501.25 of the Revised 394
Code.395

       Sec. 4503.525.  (A) The owner or lessee of any passenger car, 396
noncommercial motor vehicle, recreational vehicle, or other 397
vehicle of a class approved by the registrar of motor vehicles may 398
apply to the registrar for the registration of the vehicle and 399
issuance of power squadron license plates. The application for 400
power squadron license plates may be combined with a request for a 401
special reserved license plate under section 4503.40 or 4503.42 of 402
the Revised Code. Upon receipt of the completed application and 403
compliance with division (B) of this section, the registrar shall 404
issue to the applicant the appropriate vehicle registration and a 405
set of power squadron license plates with a validation sticker or 406
a validation sticker alone when required by section 4503.191 of 407
the Revised Code.408

       In addition to the letters and numbers ordinarily inscribed 409
thereon, power squadron license plates shall be inscribed with 410
words and markings selected and designed by the organization 411
Mansfield power squadron. The registrar shall approve the final 412
design. Power squadron license plates shall bear county 413
identification stickers that identify the county of registration 414
by name or number.415

       (B) Power squadron license plates and validation stickers 416
shall be issued upon payment of the regular license tax as 417
prescribed under section 4503.04 of the Revised Code, any 418
applicable motor vehicle tax levied under Chapter 4504. of the 419
Revised Code, a bureau of motor vehicles administrative fee of ten 420
dollars, the contribution specified under division (C) of this 421
section, and compliance with all other applicable laws relating to 422
the registration of motor vehicles. If the application for power 423
squadron license plates is combined with a request for a special 424
reserved license plate under section 4503.40 or 4503.42 of the 425
Revised Code, the license plates and validation sticker shall be 426
issued upon payment of the fees and taxes contained in this 427
division and the additional fee prescribed by section 4503.40 or 428
4503.42 of the Revised Code.429

       (C) For each application for registration and registration 430
renewal received under this section, the registrar shall collect a 431
contribution of fifteen dollars. The registrar shall transmit this 432
contribution to the treasurer of state for deposit into the 433
license plate contribution fund created in section 4501.21 of the 434
Revised Code.435

       The registrar shall deposit the ten-dollar bureau 436
administrative fee, the purpose of which is to compensate the 437
bureau for the additional services required in issuing power 438
squadron license plates, into the state bureau of motor vehicles 439
fund created in section 4501.25 of the Revised Code.440

       Sec. 4503.533. (A) Any person who has been awarded the combat 441
action ribbon or badge may apply to the registrar of motor 442
vehicles for the registration of any passenger car, noncommercial 443
motor vehicle, recreational vehicle, or other vehicle of a class 444
approved by the registrar that the person owns or leases. The 445
application shall be accompanied by such documentary evidence in 446
support of the award as the registrar may require. The application 447
may be combined with a request for a special reserved license 448
plate under section 4503.40 or 4503.42 of the Revised Code.449

       Upon receipt of an application for registration of a motor 450
vehicle under this section and the required taxes and fees, and 451
upon presentation of the required supporting evidence of the award 452
of the combat action ribbon or badge, the registrar shall issue to 453
the applicant the appropriate motor vehicle registration and a set 454
of license plates and a validation sticker, or a validation 455
sticker alone when required by section 4503.191 of the Revised 456
Code.457

       In addition to the letters and numbers ordinarily inscribed 458
on license plates, the license plates shall be inscribed with the 459
words "combat action ribbon" or "combat action badge" and bear a 460
reproduction of the combat action ribbon or badge. The license 461
plates shall bear county identification stickers that identify the 462
county of registration by name or number.463

       The license plates and a validation sticker or, when 464
applicable, a validation sticker alone shall be issued upon 465
payment of the regular license tax required by section 4503.04 of 466
the Revised Code, payment of any local motor vehicle license tax 467
levied under Chapter 4504. of the Revised Code, payment of any 468
applicable additional fee prescribed by section 4503.40 or 4503.42 469
of the Revised Code, and compliance with all other applicable laws 470
relating to the registration of motor vehicles.471

       (B) No person who is not a recipient of the combat action 472
ribbon or badge shall willfully and falsely represent that the 473
person is a recipient of the combat action ribbon or badge for the 474
purpose of obtaining license plates under this section. No person 475
shall own a motor vehicle bearing license plates issued under this 476
section unless the person is eligible to be issued those license 477
plates.478

       (C) Sections 4503.77 and 4503.78 of the Revised Code do not 479
apply to license plates issued under this section.480

       Sec. 4503.549. (A) Any member of the immediate family of a 481
person who died outside a combat zone while serving honorably as a 482
member of any branch of the armed forces of the United States, 483
either active or reserve, the national guard under federal or 484
state control, or the United States coast guard may apply to the 485
registrar of motor vehicles for the registration of any passenger 486
car, noncommercial motor vehicle, motor home, or other vehicle of 487
a class approved by the registrar that the family member owns or 488
leases and for issuance of "military sacrifice" license plates for 489
that motor vehicle. The application for "military sacrifice" 490
license plates may be combined with a request for a special 491
reserved license plate under section 4503.40 or 4503.42 of the 492
Revised Code. Upon receipt of the completed application and 493
compliance with division (B) of this section, the registrar shall 494
issue to the applicant the appropriate vehicle registration, a set 495
of "military sacrifice" license plates with a validation sticker, 496
or a validation sticker alone when required by section 4503.191 of 497
the Revised Code.498

       In addition to the letters and numbers ordinarily inscribed 499
on the license plates, "military sacrifice" license plates shall 500
be inscribed with a distinctive emblem and the words "military 501
sacrifice." "Military sacrifice" license plates shall bear county 502
identification stickers that identify the county of registration 503
by name or number.504

       (B) "Military sacrifice" license plates and a validation 505
sticker or, when applicable, a validation sticker alone shall be 506
issued upon submission by the applicant of an application for 507
registration of a motor vehicle under this section, payment of the 508
regular license tax as prescribed under section 4503.04 of the 509
Revised Code, any applicable motor vehicle tax levied under 510
Chapter 4504. of the Revised Code, and any applicable additional 511
fee prescribed by section 4503.40 or 4503.42 of the Revised Code, 512
and compliance with all other applicable laws relating to the 513
registration of motor vehicles.514

       (C) No person who is not a member of the immediate family of 515
a person who died outside a combat zone while serving honorably as 516
a member of any branch of the armed forces of the United States, 517
either active or reserve, the national guard under federal or 518
state control, or the United States coast guard shall willfully 519
and falsely represent that the person is such a family member for 520
the purpose of obtaining license plates under this section.521

       (D) As used in this section, "member of the immediate family" 522
of a person who died outside a combat zone while serving honorably 523
as a member of any branch of the armed forces of the United 524
States, either active or reserve, the national guard under federal 525
or state control, or the United States coast guard means all of 526
the following:527

       (1) A spouse;528

       (2) A parent, stepparent, or other person who acted in loco 529
parentis;530

       (3) A sibling, whether of the whole or half-blood, or by 531
adoption;532

       (4) A child, including those by adoption, or a stepchild;533

       (5) A grandparent.534

       Sec. 4503.732.  (A) The owner or lessee of any passenger car, 535
noncommercial motor vehicle, recreational vehicle, or other 536
vehicle of a class approved by the registrar of motor vehicles may 537
apply to the registrar for the registration of the vehicle and 538
issuance of "Birthplace of Superman" license plates. The 539
application may be combined with a request for a special reserved 540
license plate under section 4503.40 or 4503.42 of the Revised 541
Code. Upon receipt of an application for registration of a motor 542
vehicle under this section, the registrar shall issue to the 543
applicant the appropriate motor vehicle registration and a set of 544
"Birthplace of Superman" license plates and a validation sticker, 545
or a validation sticker alone when required by section 4503.191 of 546
the Revised Code.547

       In addition to the letters and numbers ordinarily inscribed 548
on the license plates, "Birthplace of Superman" license plates 549
shall be inscribed with the words "Ohio - Birthplace of Superman" 550
and a design, logo, or marking selected by the entity that owns 551
the superman name. The registrar shall approve the final design 552
after entering into a license agreement with that entity for 553
appropriate use of the superman name and associated logo or 554
marking, as applicable. The license plates shall bear county 555
identification stickers that identify the county of registration 556
by name or number.557

       (B) "Birthplace of Superman" license plates and validation 558
stickers shall be issued upon payment of the regular license tax 559
as prescribed under section 4503.04 of the Revised Code, any 560
applicable motor vehicle license tax levied under Chapter 4504. of 561
the Revised Code, and a bureau of motor vehicles administrative 562
fee of ten dollars. The applicant shall comply with all other 563
applicable laws relating to the registration of motor vehicles. If 564
the application for "Birthplace of Superman" license plates is 565
combined with a request for a special reserved license plate under 566
section 4503.40 or 4503.42 of the Revised Code, the license plates 567
and validation sticker shall be issued upon payment of the fees 568
and taxes specified in this division and the additional fee 569
prescribed under section 4503.40 or 4503.42 of the Revised Code.570

       (C) The registrar shall deposit the ten-dollar bureau 571
administrative fee, the purpose of which is to compensate the 572
bureau for additional services required in issuing "Birthplace of 573
Superman" license plates, in the state bureau of motor vehicles 574
fund created in section 4501.25 of Revised Code.575

       Sec. 4503.90. (A) The owner or lessee of any passenger car, 576
noncommercial motor vehicle, recreational vehicle, or other 577
vehicle of a class approved by the registrar of motor vehicles may 578
apply to the registrar for the registration of the vehicle and 579
issuance of nationwide children's hospital license plates. An 580
application made under this section may be combined with a request 581
for a special reserved license plate under section 4503.40 or 582
4503.42 of the Revised Code. Upon receipt of the completed 583
application and compliance by the applicant with divisions (B) and 584
(C) of this section, the registrar shall issue to the applicant 585
the appropriate vehicle registration and a set of nationwide 586
children's hospital license plates and a validation sticker, or a 587
validation sticker alone when required by section 4503.191 of the 588
Revised Code.589

       In addition to the letters and numbers ordinarily inscribed 590
on the license plates, nationwide children's hospital license 591
plates shall be inscribed with identifying words or markings that 592
are designed by the nationwide children's hospital and approved by 593
the registrar. Nationwide children's hospital license plates shall 594
display county identification stickers that identify the county of 595
registration by name or number.596

       (B) The nationwide children's hospital license plates and a 597
validation sticker, or validation sticker alone, shall be issued 598
upon receipt of a contribution as provided in division (C)(1) of 599
this section and upon payment of the regular license tax as 600
prescribed under section 4503.04 of the Revised Code, any 601
applicable motor vehicle license tax levied under Chapter 4504. of 602
the Revised Code, any applicable additional fee prescribed by 603
section 4503.40 or 4503.42 of the Revised Code, a fee of ten 604
dollars for the purpose of compensating the bureau of motor 605
vehicles for additional services required in the issuing of 606
nationwide children's hospital license plates, and compliance with 607
all other applicable laws relating to the registration of motor 608
vehicles.609

       (C)(1) For each application for registration and registration 610
renewal notice the registrar receives under this section, the 611
registrar shall collect a contribution of twenty-five dollars. The 612
registrar shall deposit this contribution into the state treasury 613
to the credit of the license plate contribution fund created in 614
section 4501.21 of the Revised Code.615

       (2) The registrar shall deposit the additional fee of ten 616
dollars paid to compensate the bureau for the additional services 617
required in the issuing of nationwide children's hospital license 618
plates into the state treasury to the credit of the state bureau 619
of motor vehicles fund created by section 4501.25 of the Revised 620
Code.621

       Section 2. That existing section 4501.21 of the Revised Code 622
is hereby repealed.623
