A BILL
To create the Special Task Force on non-General 1
Revenue Funds.2


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) The General Assembly finds that the transfer 3
of cash from non-General Revenue Funds in the state treasury to 4
the General Revenue Fund has become a routine practice of state 5
government, and further finds that the state would benefit from a 6
thorough study of this practice with the goal of establishing 7
criteria to govern such transfers and to ensure the efficient 8
administration of non-General Revenue Funds.9

       (B) There is hereby created the Special Task Force on 10
non-General Revenue Funds. The Task Force shall evaluate funds in 11
the state treasury from which transfers to the General Revenue 12
Fund have been or may be made.13

       (C) The Task Force shall consist of the following eight 14
members: The Director of Budget and Management, the Treasurer of 15
State or the Treasurer's designee, a member of the House Finance 16
Committee appointed by the Speaker of the House of 17
Representatives, a member of the Senate Finance Committee 18
appointed by the President of the Senate, a member of the House 19
Majority Caucus staff appointed by the Speaker of the House of 20
Representatives, a member of the House Minority Caucus staff 21
appointed by the House Minority Leader, a member of the Senate 22
Majority Caucus staff appointed by the President of the Senate, 23
and a member of the Senate Minority Caucus staff appointed by the 24
Senate Minority Leader.25

       (D) The President of the Senate, the Speaker of the House of 26
Representatives, the Minority Leader of the Senate, and the 27
Minority Leader of the House of Representatives shall be ex 28
officio nonvoting members of the Task Force. All other Task Force 29
members possess the authority to vote on matters before the Task 30
Force.31

       (E) Members shall be appointed not later than thirty days 32
after the effective date of this act. Not later than sixty days 33
after the date the last original appointment is made, the Task 34
Force shall convene as summoned by the Speaker of the House of 35
Representatives. At the first meeting, members of the Task Force 36
shall elect a chairperson. The Task Force shall meet not less than 37
once per month.38

       (F) The Task Force shall deliver a final report to the 39
Speaker of the House of Representatives, the Minority Leader of 40
the House, the President of the Senate, the Minority Leader of the 41
Senate, and the Governor not later than July 1, 2010. The Task 42
Force shall cease to exist after the final report has been 43
delivered.44

       (G) A vacancy on the Task Force shall be filled in the same 45
manner as the original appointment.46

       (H) Members of the Task Force shall receive no compensation, 47
except for the reimbursement of actual and necessary expenses.48

       (I) Upon the request of the chairperson, the Legislative 49
Service Commission shall provide research assistance to the Task 50
Force.51
