     Expresses support for "Hire a Veteran Week"; encourages U.S. Presidential support.

A Senate Resolution expressing support for the designation and goals of "Hire a Veteran Week" and encouraging the President of the United States to issue a proclamation supporting those goals. 

 

Whereas, The people of the United States have a sincere appreciation and respect for the military personnel who serve in the Armed Forces of the United States; and

Whereas, Veterans possess special qualities and skills that make them ideal candidates for employment, but many veterans encounter difficulties securing employment; and

Whereas, It would be inconsistent, inconsiderate, and contrary to the economic competitiveness of the United States to neglect the post-military needs of the military personnel who have served in the Armed Forces of the United States; and

Whereas, Many of the brave men and women who have served the United States so gallantly and selflessly in the war on terrorism and the war in Iraq since September 11, 2001, are beginning to return home to be reunited with their loved ones and will be re-entering the workforce or searching for their first jobs outside the military service; and

Whereas, The Department of Veterans Affairs, the Department of Labor, the Office of Personnel Management, and many state and local governments administer veterans programs and have veterans employment representatives both to ensure that veterans receive the services to which they are entitled and to promote employer interest in hiring veterans; and

Whereas, H. Con Res. 143 calls upon the President of the United States to proclaim an annual "Hire a Veteran Week" and to use that occasion to remind employers, in government and the private sector, of the value of hiring veterans; and

Whereas, The need for a renewed national focus on veterans' employment is real and urgent; now, therefore,

 

     Be It Resolved by the Senate of the State of New Jersey:

 

     1.    The Senate of New Jersey recognizes the importance of the men and women who have served or who currently serve in the Armed Forces of the United States. 

 

     2.    The Senate of New Jersey supports the goals of "Hire a Veteran Week" and encourages the President of the United States to issue a proclamation calling upon employers, labor organizations, veterans service organizations, and Federal, State, and local governmental agencies (including such agencies in the several States, the District of Columbia, the Commonwealth of Puerto Rico, and any other territory or possession of the United States) to lend their support to increase employment of the men and women who have served in the Armed Forces of the United States.

     3.    Duly authenticated copies of this resolution, signed by the Senate President and attested by the Secretary thereof, shall be transmitted to the Governor of this State, the President of the United States and each member of New Jersey's Congressional delegation.

 

 

STATEMENT

 

     This resolution expresses support for the designation and goals of "Hire a Veteran Week" and encourages the President of the United States to issue a proclamation calling upon employers, labor organizations, veterans service organizations, and Federal, State, and local governmental agencies to lend their support to increase employment of the men and women who have served in the Armed Forces of the United States.

     According to data from the U.S. Labor Department, 20 to 24 year old veterans have an unemployment rate of 15.6 percent compared with 8.7 percent for non-veterans in that age group.  Women veterans also suffer higher rates of unemployment than non-veterans.  Unemployment rates for women veterans aged 25 to 34 stands at 6.9 percent versus 6 percent for their civilian counterparts.  More alarmingly, women veterans aged 45 to 54 have twice the rate of unemployment versus their non-veteran counterparts, 7.1 percent versus 3.3 percent.  Therefore, it is very important that the nation's employers be made aware and encouraged to hire former military personnel.
