SYNOPSIS

     Urges Governor to enter into sister-state relationship with Ternopil Region of Ukraine; expresses support for closer partnership between US, NJ, and Ukraine.

A Senate Resolution urging the Governor to enter into a sister-state relationship with the Ternopil Region of Ukraine and expressing support for a closer partnership between the United States, New Jersey, and Ukraine. 

 

Whereas, The United States (US) and Ukraine are committed to a strategic partnership rooted in shared democratic values and Ukraine's sovereignty; and

Whereas, In April 2025, the US and Ukraine signed an agreement to establish the United States-Ukraine Reconstruction Investment Fund, which is designed to leverage US investments for the support of infrastructure projects and economic growth in Ukraine, particularly in the wake of the destruction caused by Russia's war against Ukraine, now in its twelfth year; and

Whereas, The Ternopil Region of Ukraine is a historic and culturally rich region known for its strong agricultural base, educational institutions, and resilient communities; and

Whereas, Sister-state relationships have proven to be effective instruments for building long-term diplomatic, economic, and cultural connections at the subnational level; and

Whereas, Establishing a sister-state relationship provides a meaningful framework for collaboration in areas such as education, commerce, agriculture, healthcare, technology, and cultural exchange; and

Whereas, Such a partnership would create opportunities for student exchanges, business development initiatives, academic collaboration, and humanitarian cooperation that benefit both regions; and

Whereas, The State of New Jersey has long upheld a proud tradition of fostering international goodwill, cultural exchange, and economic cooperation with regions around the world; and

Whereas, New Jersey is home to a vibrant and growing Ukrainian-American community whose cultural heritage and civic contributions have enriched the social, economic, and cultural fabric of the State; and

Whereas, In light of ongoing challenges faced by Ukraine, strengthening ties between New Jersey and the Ternopil Region would demonstrate solidarity, support democratic values, and promote mutual understanding; now, therefore,

 

     Be It Resolved by the Senate of the State of New Jersey:

 

     1.  This House encourages the Governor to enter into a sister-state relationship with the Ternopil Region of Ukraine.

 

     2.  This House expresses support for a closer partnership between the United States, New Jersey, and Ukraine.

     3.  Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Secretary of the Senate to the Governor of the State of New Jersey, the head of the Ternopil Regional State Administration, the Minister of Foreign Affairs of Ukraine, and the United States Ambassador to Ukraine. 

 

 

STATEMENT

 

     This resolution urges the Governor to enter into a sister-state relationship with the Ternopil Region of Ukraine and expresses support for a closer partnership between the United States (US), New Jersey (NJ), and Ukraine.

     The US and Ukraine have maintained a strategic partnership since 1991, with the relationship rooted in shared democratic values.  Similar to NJ, the Ternopil Region of Ukraine is a historic and culturally rich region known for its strong agricultural base, educational institutions, and resilient communities.  Sister-states are a time-honored tradition in the US and have proven to be effective instruments for building long-term diplomatic, economic, and cultural connections.  Establishing a sister-state relationship with the Ternopil Region of Ukraine would create opportunities for student exchanges, business development initiatives, academic collaboration, and humanitarian cooperation that benefit both regions.
