SYNOPSIS
Requires DOT to incorporate objectives of "Global Warming Response Act" into annual transportation capital program.

An Act concerning the reduction of greenhouse gasses in transportation capital projects and supplementing Title 27 of the Revised Statutes
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Department of Transportation shall adopt procedures necessary to ensure that the "Annual Transportation Capital Program" submitted pursuant to section 22 of P.L.1984, c.73 (C.27:1B-22), makes progress towards meeting the Statewide greenhouse gas emission limits established in section 4 of the "Global Warming Response Act," P.L.2007, c.112 (C.26:2C-40).
b. The department shall incorporate the objectives of the "Global Warming Response Act," P.L.2007, c.112 (C.26:2C-37 et seq.) into the "Statewide Capital Investment Strategy" required pursuant to section 22 of P.L.1984, c.73 (C.27:1B-22)
2. This act shall take effect immediately.
STATEMENT
This bill requires the Department of Transportation's (department) "Annual Transportation Capital Program" to advance transportation projects that make progress towards meeting the State greenhouse gas emission limits established in the "Global Warming Response Act." The bill also requires that the department incorporate the objectives of the "Global Warming Response Act," into the "Statewide Capital Investment Strategy."
The primary objectives of the "Global Warming Response Act" are to limit the level of Statewide greenhouse gas emissions and greenhouse gas emissions from electricity generated outside of the State but consumed in the State, to the 1990 level or below by the year 2020, and to reduce those emissions to 80% below the 2006 level by the year 2050.
