     Allows 50 percent credit against societal benefits charge to electric or gas public utility customers who install and maintain publicly available zero emission vehicle charging stations.

An Act concerning the societal benefits charge and zero emission vehicle charging stations and supplementing Title 48 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  An electric or gas public utility customer shall be allowed a credit against the societal benefits charge, imposed pursuant to section 12 of P.L.1999, c23 (C.48:3-60) and collected as a non-bypassable charge by the electric public utility or gas public utility, as appropriate, in the amount of 50 percent of the customer's liability for the charge that would otherwise be due in each calendar year, provided that the electric or gas public utility customer installs and maintains a publicly available zero emission vehicle charging station on the property on which the customer is charged for electric or gas service.

     b.    For the purposes of this section, "zero emission vehicle" means a motor vehicle certified as a zero emission vehicle pursuant to the California Air Resources Board zero emission vehicle standards for the applicable model year, but shall not include an advanced technology partial zero emission vehicle, a partial zero emission vehicle, a hybrid electric vehicle, or hydrogen vehicle.

 

     2.    This act shall take effect on January 1 next following the date of enactment.

 

 

STATEMENT

 

     This bill allows an electric or gas public utility customer to receive a credit against the societal benefits charge, collected as a non-bypassable charge by the electric or gas public utility, as appropriate, in the amount of 50 percent of the customer's liability for the charge that would otherwise be due in each calendar year.

     The societal benefits charge credit is to be made available to an electric or gas public utility customer who installs and maintains a publicly available zero emission vehicle charging station on the property on which the customer is charge for electricity or gas service.

     In this bill, "zero emission vehicle" means a motor vehicle certified as a zero emission vehicle pursuant to the California Air Resources Board zero emission vehicle standards for the applicable model year, but is not to include an advanced technology partial zero emission vehicle, a partial zero emission vehicle, a hybrid electric vehicle, or hydrogen vehicle.
