A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2010 and regulating the disbursement thereof, " approved June 29, 2009 (P.L.2009, c.68).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2009, c.68, there is appropriated out of the General Fund the following sum for the purpose specified:

2. This act shall take effect immediately.
STATEMENT
This bill makes a State fiscal year 2010 supplemental appropriation of $100,000 from the General Fund to Kean University to fund the Wynona M. Lipman Ethnic Studies Center. The Lipman Center is the first academic facility at Kean University named in honor of an African-American. The center will serve as a repository of ethnic-studies collections and host activities, such as lecture and film series, thematic exhibit shows and graduate study opportunities, to extend the understanding of ethnicity, cultural diversity and pluralism throughout Kean University, the region and beyond.
As a legislator and educator, Senator Lipman was a leading advocate for educational opportunity, women, and children. During her tenure as a legislator she authored tough domestic violence laws, laws expanding State contracts for minority-owned businesses, and created the State Commission on Sex Discrimination, a body she chaired for 13 years. Today, Senator Lipman's outstanding achievements and extraordinary public service continue to serve as an inspiration to others.
