SYNOPSIS
Reallocates FY2025 appropriation for City of Paterson - Recreation Center Capital Construction (PTRF) to NJ Community Development Corporation for youth center project in City of Paterson.

An act to amend the annual appropriations act for the fiscal year ending June 30, 2026, P.L.2025, c.74.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. The following language provision is added to section 1 of P.L.2025 c.74, the annual State appropriations act for Fiscal Year 2026.

STATE AID
Notwithstanding the provision of any law or regulation to the contrary, the unexpended balance of the amount appropriated for City of Paterson - Recreation Center Capital Improvements (PTRF) by P.L.2024, c.22, the annual State appropriations act for Fiscal Year 2025, is reassigned to the New Jersey Community Development Corporation to support a youth center project in the City of Paterson, subject to the approval of the Director of the Division of Budget and Accounting.
2. This act shall take effect immediately.
STATEMENT
This bill reallocates certain prior-year unexpended funds appropriated to the City of Paterson for Recreation Center Capital Improvements to the New Jersey Community Development Corporation for a youth center project in the City of Paterson.
The Fiscal Year 2025 annual appropriations act allocated $2 million to the City of Paterson for recreation center capital improvements. This bill amends the Fiscal Year 2026 appropriations act to reassign the balance of that appropriation, which remains unspent, from the City of Paterson to the New Jersey Community Development Corporation to support a youth center project in the City of Paterson. The State also appropriated $5.13 million to the New Jersey Community Development Corporation for this purpose in Fiscal Year 2025. This bill does not increase appropriations in the Fiscal Year 2026 appropriations act.
