     Requires institutions of higher education to compile and report success in meeting performance metrics.

An Act concerning college outcomes and supplementing chapter 3B of Title 18A of the New Jersey Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Secretary of Higher Education shall identify and establish performance metrics to track the success of each institution of higher education in fulfilling its mission, and to measure the institution's success in comparison to its peer and aspirational peer institutions. The performance metrics shall include, but need not be limited to, measures of student learning, retention, graduation, and post-graduation outcomes. 

     b.  Each institution of higher education shall identify peer and aspirational peer institutions with which to compare its performance metrics. The institution shall annually compile and publish its performance metrics, in accordance with the criteria established by the secretary pursuant to subsection a. of this section.  The institution shall display the comparable metrics of its peer and aspirational peer institutions in a prominent place on the institution's website. 

 

     2.    This act shall take effect immediately and shall first apply to the first full academic year following the date of enactment. 

 

 

STATEMENT

 

     This bill directs the Secretary of Higher Education to identify and establish performance metrics to track the success of each institution of higher education in fulfilling its mission, and to measure the institution's success in comparison to its peer and aspirational peer institutions.  The performance metrics will include, but need not be limited to, measures of student learning, retention, graduation, and post-graduation outcomes. 

     The bill also requires each institution of higher education to identify peer and aspirational peer institutions with which to compare its performance metrics.  Under the bill, the institution is required to annually compile and publish its performance metrics, in accordance with the criteria established by the secretary.  An institution's performance metrics must be displayed alongside the comparable metrics of its peer and aspirational peer institutions in a prominent place on the institution's website.
