     Directs Commissioner of Education to establish "Teacher Retention Program."

An Act concerning the residency of public school employees and supplementing chapter 27 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

      1.  a.  The Commissioner of Education shall establish a "Teacher Retention Program."  The program shall provide an annual incentive for teachers to continue employment in the public schools of the State. 

     b.  The commissioner shall disburse an annual retention grant of equal amount to each teacher employed in a full-time position at a public school at the completion of the school year.  Funding for grants shall be provided pursuant to subsection c. of this section.

     c.  Notwithstanding any law, rule, or regulation to the contrary, the State Treasurer shall cause any funds appropriated for services and aid to undocumented persons including, but not limited to, health care, public school education, postsecondary education, and legal services to be redirected to the Department of Education to effectuate the provisions of subsection b. of this section.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Commissioner of Education to establish a "Teacher Retention Program."  The program is to provide an annual incentive for teachers to continue employment in the public schools of the State.  The bill requires the commissioner to disburse an annual retention grant of equal amount to each teacher employed in a full-time position in a public school at the completion of the school year.  Under the bill, the State Treasurer is to redirect any funds appropriated for services and aid to undocumented persons, including but not limited to, health care, public school education, postsecondary education, and legal services to the Department of Education for the Teacher Retention Program.
