SYNOPSIS

     Requires issuance of temporary emergency medical services certifications under certain circumstances.

An Act concerning emergency medical services and supplementing Title 26 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.   (1)   Notwithstanding any provision of law to the contrary, if the professional certification of an emergency medical technician or a paramedic is set to expire in less than 150 days, during a declared state of emergency or a declared public health emergency that has been greater than 90 days in duration, the Commissioner of Health shall extend the certification of the emergency medical technician or paramedic for a period of six months beyond the date on which the certification is set to expire. 

     (2)   If there continues to be a declared state of emergency or declared public health emergency 30 days into the initial extension pursuant to paragraph (1) of this subsection, the Commissioner of Health shall extend the certification for an additional six-months after the extension granted pursuant to paragraph (1) of this subsection is set to expire.

     1(3) For the duration of the state of emergency and public health emergency declared in response to the coronavirus disease 2019 (COVID-19) pandemic, any professional certification of an emergency medical technician or a paramedic that expired on or after December 31, 2020 shall be extended by the Commissioner of Health for a period of six months beyond the date on which the certification expired.1 

     b.    The Commissioner of Health shall extend the certification pursuant to subsection a. of this section of any emergency medical technician or paramedic whose professional certification is set to expire, regardless of whether the emergency medical technician or paramedic has satisfied the requirements for certification.

     c.     To facilitate the extension of the certification of emergency medical technicians and paramedics pursuant to this section, the Commissioner of Health is authorized to waive any fees, continuing education requirements, refresher course requirements, required demonstrations of proficiency, endorsement requirements, clinical training requirements, examination requirements, and other requirements that would otherwise apply to recertification of an emergency medical technician or a paramedic whose certification is set to expire.

 

     2.    This act shall take effect immediately and shall be retroactive to March 9, 2020.
