     Makes supplemental appropriations of $5.5 million from the General Fund to the Office of Information Technology for Network Infrastructure, IT Modernization and Information Security special purpose accounts.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2012 and regulating the disbursement thereof," approved June 30, 2011 (P.L.2011, c.85).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    In addition to the amounts appropriated under P.L.2011, c.85, there are appropriated out of the General Fund the following sums for the purposes specified:

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill makes supplemental appropriations of $5.5 million from the General Fund to the Office of Information Technology (OIT) for three OIT special purpose projects that were included in the Executive's proposed Fiscal Year 2012 budget recommendations but were not in the budget bill passed by the Legislature and sent to the Governor.  Of the total $5.5 million of supplemental appropriations: $2.0 million is to finance the first phase of a multi-year "IT Modernization" initiative to replace the State's legacy administrative information technology systems; $2.0 million is to pay for the procurement of new equipment and software intended to improve the State's information and data security; and $1.5 million is to cover the first semi-annual line of credit debt service payment for a $10.5 million investment in critical upgrades to the State's information technology infrastructure.

     The $1.5 million Network Infrastructure appropriation provides OIT with line of credit financing for network infrastructure upgrades, maintenance, and programming charges.  The line of credit program pays for the State's short-term (three years) equipment needs, such as computers, furniture, and vehicles.

     The $2 million IT Modernization appropriation will support the planning and development of an intended replacement of the State's legacy administrative information technology systems, including those in the areas of pensions, payroll, accounting, purchasing, and personnel.

     The $2 million Information Security initiative will finance the procurement of new equipment and software that will help improve the State's information and data security.
