SYNOPSIS
Requires MVC to establish process to submit application for or renew non-driver identification card through county clerk.

An Act concerning application procedures for certain non-driver 1[photo]1 identification cards and supplementing Title 39 of the Revised Statutes and Title 40A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Chief Administrator of the 1New Jersey1 Motor Vehicle Commission shall establish a procedure by which an applicant for a non-driver 1[photo]1 identification card, issued pursuant to section 2 of P.L.1980, c.47 (C.39:3-29.3), or a renewal application thereof, may submit the application to a county clerk for the county clerk to submit to the commission on the applicant's behalf.
2. A county clerk may establish a program to assist county residents to apply for a non-driver 1[photo]1 identification card issued pursuant to section 2 of P.L.1980, c.47 (C.39:3-29.3), or a renewal thereof, in accordance with the procedure established by the Chief Administrator of the 1New Jersey1 Motor Vehicle Commission, pursuant to section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill).
3. The Chief Administrator of the 1New Jersey1 Motor Vehicle Commission shall adopt, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), and within 90 days following the date of enactment, any rules and regulations necessary to carry out the provisions of this act.
4. This act shall take effect immediately.
