SYNOPSIS
Prohibits additional jughandles on roads or highways in the State.

An Act prohibiting the creation of additional jughandles on certain roads or highways and supplementing Title 27 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The State, a county, or a municipality shall not undertake the planning, design, or construction of a jughandle on a road or highway under its jurisdiction.
As used in this section, "jughandle" means an at-grade ramp provided at or between intersections to permit motor vehicles to make indirect left turns, or U turns, or both.
2. The New Jersey Turnpike Authority, established by section 3 of P.L.1948, c.454 (C.27:23-3), shall not undertake the planning, design, or construction of a jughandle on a turnpike project.
As used in this section, "jughandle" means an at-grade ramp provided at or between intersections to permit motor vehicles to make indirect left turns, or U turns, or both.
3. The South Jersey Transportation Authority, established by section 4 of P.L.1991, c.252 (C.27:25A-4), shall not undertake the planning, design, or construction of a jughandle on an expressway project.
As used in this section, "jughandle" means an at-grade ramp provided at or between intersections to permit motor vehicles to make indirect left turns, or U turns, or both.
4. This act shall take effect immediately.
STATEMENT
This bill prohibits the planning, designing, or construction of any additional jughandles on the public roads or highways in the State. The prohibition applies to roads or highways under the jurisdiction of the State, counties, municipalities, the New Jersey Turnpike Authority, and the South Jersey Transportation Authority.
A jughandle is defined to mean an at-grade ramp provided at or between intersections to permit motor vehicles to make indirect left turns or U turns. This is the definition of jughandles provided by the New Jersey Department of Transportation in its Roadway Design Manual.
