SYNOPSIS

     Requires State Athletic Control Board to study safety issues for minors who engage in mixed martial arts contests and exhibitions.

An Act requiring the State Athletic Control Board to study and report on safety issues concerning minors engaging in mixed martial arts contests and exhibitions.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The State Athletic Control Board shall conduct a study and prepare a report concerning the rules and conduct of mixed martial arts contests and exhibitions involving persons under 18 years of age.  The study shall examine the extent of any safety problems pertaining to such contests or exhibitions, and may contain recommendations as to modification of existing safety standards or, if deemed appropriate, recommendations to impose age-based requirements or restrictions, which may include a prohibition on persons under 18 years of age from engaging in mixed martial arts contests or exhibitions in this State.

 

     2.    Not later than six months after the effective date of this act, the report of the findings and recommendations of the study conducted pursuant to section 1 of this act shall be transmitted to the Governor and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1) and to the Senate Law and Public Safety Committee and the Assembly Law and Public Safety Committee, or their successors.

 

     3.    This act shall take effect immediately and shall expire on the 30th day following submission of the report required pursuant to section 2 of this act.

 

 

STATEMENT

 

     The State Athletic Control Board regulates all contests and exhibitions of unarmed combat within the State of New Jersey, including licensure and supervision of mixed martial arts contests and exhibitions.  This bill requires the board to conduct a study and prepare a report concerning the rules and conduct of mixed martial arts contests and exhibitions involving persons under 18 years of age.  The study shall examine the extent of any safety problems pertaining to such contests or exhibitions, and may contain recommendations as to modification of existing safety standards or, if deemed appropriate, recommendations to impose age-based requirements or restrictions, which may include a prohibition on persons under 18 years of age from engaging in mixed martial arts contests or exhibitions in this State.

     The report shall be submitted to the Governor, the Legislature, and to the Senate and Assembly Law and Public Safety Committees within six months of the effective date of the bill.
