SYNOPSIS
Requires public institution of higher education to post on website information concerning cost, purpose, and benefit to students when institution conducts advertising campaign.

An Act concerning advertising campaigns conducted by public institutions of higher education and supplementing chapter 62 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. In the event that the governing board of a public institution of higher education determines to conduct an advertising campaign through print, electronic, digital, or any other form of media to promote or generate support for the institution or one of its educational or capital programs or projects, including the establishment of a branch campus, the institution shall provide for public inspection on its website information including, but not limited to:
(1) the overall cost of the advertising campaign and the sources of funding;
(2) the purpose of the advertising campaign; and
(3) an analysis of how the advertising campaign will benefit the students enrolled in the institution.
b. The Secretary of Higher Education shall establish and distribute guidelines on the content and format of the information required to be posted pursuant to this section.
2. This act shall take effect immediately.
STATEMENT
This bill requires a public institution of higher education to post certain information on its website each time the institution conducts an advertising campaign. Under the bill, when the governing board of a public institution of higher education determines to conduct an advertising campaign through print, electronic, digital, or any other form of media to promote or generate support for the institution or one of its educational or capital programs or projects, the institution must post on its website information including:
· the overall cost of the advertising campaign and the sources of funding;
· the purpose of the advertising campaign; and
· an analysis of how the advertising campaign will benefit the students enrolled in the institution.
The bill also requires the Secretary of Higher Education to establish and distribute guidelines on the content and format of the information required to be posted.
