An Act concerning early release on parole for certain inmates and amending P.L.2009, c.330.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 12 of P.L.2009, c.330 is amended to read as follows:

     12.  Section 3 of this act shall take effect immediately; section 8 of this act shall take effect on the first day of the [fourth] sixth month following enactment; sections 1, 2, 5, 6, 7, 9, 10, and 11 of this act shall take effect on the first day of the seventh month after enactment; and section 4 shall take effect on the first day of the 13th month following enactment.  The Commissioner of Corrections, the Commissioner of Education, [and] the Commissioner of Labor and Workforce Development, and the State Parole Board may take any anticipatory action prior to the effective date necessary to implement the provisions of this act.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     To provide supervisory transition for inmates who have not participated in a parole consideration hearing or have been denied parole, section 8 of P.L.2009, c.330 provides for their release six months before the end of their prison term, but would place them under parole supervision during that six-month period.  The current effective date for this provision is May 1, 2010.  This bill would extend the effective date by two months to July 1, 2010.
