SYNOPSIS
Creates New Jersey Civilian Honor Guard Ribbon for military funeral buglers.

An Act creating a New Jersey Civilian Honor Guard Ribbon for military funeral buglers, and supplementing chapter 15 of Title 38A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Governor may present in the name of the State of New Jersey a New Jersey Civilian Honor Guard Ribbon of appropriate design to any person who has served as a bugle performer at military funeral services in this State and who has performed a minimum of 30 funeral services for deceased veterans.
b. A star shall be awarded for 130 subsequent services within a two-year period. The award shall be displayed on the left of the Civilian Honor Guard Ribbon.
c. A second star shall be awarded for 200 subsequent services within a three-year period. The award shall be displayed on the right of the Civilian Honor Guard Ribbon.
d. No more than one ribbon shall be awarded to any person, except that a ribbon that is lost, destroyed, or rendered unfit for use without fault or neglect on the part of the person to whom it was issued may be replaced.
e. Determination of eligibility for a Civilian Honor Guard Ribbon shall be the responsibility of the Adjutant General of the Department of Military and Veterans' Affairs or a designee.
2. This act shall take effect on the 60th day following the date of enactment, but the Adjutant General of the Department of Military and Veterans' Affairs may take such anticipatory administrative action in advance thereof as shall be necessary for the implementation of this act.
STATEMENT
This bill creates the New Jersey Civilian Honor Guard Ribbon to be presented by the Governor in the name of the State of New Jersey to certain persons who have served as buglers at military funeral services.
The buglers perform at military funerals to honor veterans during funeral services. It is fitting and proper for the State of New Jersey to recognize them for their distinguished service.
