     Requires charter school board of trustee members to undergo criminal background checks and mandatory training.

An Act concerning the boards of trustees of charter schools and supplementing P.L.1995, c.426 (C.18A:36A-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Each member of the board of trustees of a charter school shall undergo a criminal history record check pursuant to the provisions of P.L.1986, c.116 (C.18A:6-7.1 et seq.) as a condition of service on the board of trustees.

     b.    Each member of the board of trustees of a charter school shall, during the first year of the member's term on the board, complete a training program prepared and offered by the New Jersey School Boards Association on the skills and knowledge necessary to serve as a board trustee, and shall include in its content instruction information relative to the trustee's responsibilities under the "School Ethics Act," P.L.1991, c.393 (C.18A:12-21 et seq.).

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires members of the boards of trustees of charter schools to undergo criminal background checks as a condition of service on the board.  The bill also provides that all first time board trustees must complete a training program during their first term. Similar to the statutory training requirements for members of public school boards of education, the program would be prepared and offered by the New Jersey School Boards Association and include instruction regarding board trustees' responsibilities under the School Ethics Act.  Currently, the only training requirements for charter school board trustees exist within State Board of Education regulations.
