     Requires home interview of corrections officer applicants.

An Act concerning applicants for corrections officer positions and supplementing chapter 4 of Title 30 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    An applicant for employment as a corrections officer in an institution under the jurisdiction of the Commissioner of Corrections shall be interviewed within the legal residence of the applicant before that applicant may be hired by the department.

 

     2.    This act shall take effect on the first day of the seventh month after enactment, but the commissioner may take such anticipatory action prior to the effective date as needed to effectuate the act's provisions.

 

 

STATEMENT

 

     This bill would require all applicants for positions as corrections officers in the Department of Corrections to undergo an interview within his or her legal residence before being hired by the department.

     Recruiters report that applicants often speak more openly in the comfort of their own home and sometimes divulge personal information that is useful in determining whether they are qualified for employment as a corrections officer.  Home interviews also allow the interviewer to observe signs of gang membership and activity within the applicant's home, as well as to obtain information from the applicant's family members and neighbors.

     This bill implements recommendation 7 of the Assembly Prison Gang Violence Task Force which issued its final report on December 12, 2006.
