SYNOPSIS

     "Truth In Tolling Act;" requires NJTA and SJTA to display toll amount paid when EZ-Pass users pass through tolls.

An Act requiring toll road authorities to display the toll amount paid in EZ-Pass toll lanes, and supplementing P.L.1948, c.454 (C.27:23-1 et seq.) and P.L.1991, c.252 (C.27:25A-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    This section and sections 2 and 3 of this act shall be known and may be cited as the "Truth In Turnpike and Parkway Tolling Act."

 

     2.    Notwithstanding any law, rule, or regulation to the contrary, the New Jersey Turnpike Authority shall install an electronic display at the collection points on every EZ-Pass toll lane of the New Jersey Turnpike and the Garden State Parkway to show the toll amount paid by EZ-Pass users when they pass through the collection point; provided, however, that this requirement shall not apply to points at which tolls are collected for passage over bridges, through tunnels, or through high speed gantries.

 

     3.    The New Jersey Turnpike Authority shall determine the type of technology best suited for the displays, in addition to determining the cost for the installation of the chosen displays.

 

     4.    This section and sections 5 and 6 of this act shall be known and may be cited as the "Truth in Expressway Tolling Act."

 

     5.    Notwithstanding any law, rule, or regulation to the contrary, the South Jersey Transportation Authority shall install an electronic display at the collection points on every EZ-Pass toll lane of the Atlantic City Expressway to show the toll amount paid by EZ-Pass users when they pass through the collection point; provided, however, that this requirement shall not apply to points at which tolls are collected for passage over bridges, through tunnels, or through high speed gantries.

 

     6.    The South Jersey Transportation Authority shall determine the type of technology best suited for the displays, in addition to determining the cost for the installation of the chosen displays.

 

     7.    This act shall take effect immediately, but the provisions of P.L.    , c.   (C.      ) (pending before the Legislature as this bill) shall not be construed as affecting terms of any contract or agreement in effect as of the effective date of this act.


STATEMENT

 

     This bill requires the New Jersey Turnpike Authority and the South Jersey Transportation Authority to install electronic displays at the collection points on every EZ-Pass toll lane of the State's three toll roads to show the toll amount paid by EZ-Pass users when they pass through a toll.  The requirement would not apply to points at which tolls are collected for passage over bridges, through tunnels, or through high speed gantries.  The toll road authorities shall determine the technology to be used for the displays and the cost of the installation. 

     EZ-Pass users are often unaware of the amount of money being deducted from their EZ-Pass accounts when they pass through tolls.  These displays will enable EZ-Pass users to make more informed choices about whether to use toll roads.
