An Assembly Resolution supporting President Trump's declaration of a national energy emergency and executive order expediting energy projects.
Whereas, Energy production is fundamental to the nation's economic stability and security and to the American people's quality of life; and
Whereas, The American people, particularly those with low and fixed incomes, are devastated by inadequate energy supply and infrastructure which contribute to high energy prices; and
Whereas, The demand for affordable, reliable, and secure energy is accelerating across the nation as rapid technological advancements place strain on the nation's electrical grid; and
Whereas, The United States Department of Energy warns that blackouts, the temporary loss of electricity, could increase 100 fold in 2030 if the United States continues to retire reliable power sources, such as coal and natural gas, and fails to add additional capacity; and
Whereas, On January 20, 2025, President Donald Trump declared a state of national energy emergency and issued an executive order expediting energy projects; and
Whereas, The President stated that the identification of energy and critical minerals, "leasing, development, production, transportation, refining, and generation capacity of the United States are all far too inadequate to meet the nation's needs"; and
Whereas, Technological advancements to energy infrastructure, such as energy storage, are dependent on the usage of rare earth minerals; and
Whereas, Advancements to energy storage will lower energy prices by helping utilities meet peak demand and improve the reliability of the electrical grid by providing backup power during power outages; and
Whereas, Improvements in critical mineral identification and production will strengthen the nation's supply chain of energy infrastructure resources; and
Whereas, The declaration asserted that the nation "needs a reliable, diversified, and affordable supply of energy to drive the nation's manufacturing, transportation, agriculture, and defense industries, and to sustain the basics of modern life and military preparedness"; and
Whereas, The executive order will streamline the permitting process and expedite approvals for pipelines, refineries, and other energy infrastructure projects and will allow private industry to leverage the abundantly available energy in the U.S.; and
Whereas, The development of new energy generation capacity will help offset existing capacity that has been scheduled to be retired; and
Whereas, This House supports the improvements in critical mineral identification and production and the streamlining of the permitting process to expedite approvals for pipelines, refineries, and other energy infrastructure projects to reduce the strain on the nation's electrical grid, to alleviate the burdens of high energy prices on the American people, and to allow private industries to grow; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. This House supports President Trump's declaration of a national energy emergency and executive order expediting energy projects.
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the Office of the President of the United States, the Majority and Minority Leaders of the United States Senate, the Speaker and the Minority Leader of the United States House of Representatives, and every member of the United States Congress from this State.
STATEMENT
This resolution supports President Trump's declaration of a national energy emergency and executive order expediting energy projects. Energy production is fundamental to the nation's economic stability and security and to the American people's quality of life. The demand for affordable, reliable, and secure energy is accelerating across the nation as rapid technological advancements place strain on the nation's electrical grid.
President Trump's declaration and executive order will improve the supply of critical minerals necessary for advancing the nation's energy infrastructure. The executive order will also streamline the permitting process and expedite approvals for pipelines, refineries, and other energy infrastructure projects and will allow private industry to leverage the abundantly available energy in the U.S. The improvements to the national supply of critical minerals and the expedition of energy projects will reduce the strain on the nation's electrical grid, alleviate the burdens of high energy prices on the American people, and allow private industries to grow.
The sponsor believes these new policies may help New Jersey to reverse the negative effects of prior state and federal policies, under which New Jersey doubled the percentage of power that the State must purchase from other states, created a net loss of about 1,500 megawatts (MW) of capacity, or maximum possible electric generation, and about 3,000 gigawatt hours (GWh) of annual electric generation, and resulted in residents' electric and gas bills increasing by 20% in 2025 with additional increases expected. In short, recent State policies closed a number of electricity generation facilities and failed to replace that lost generation with new sources, causing a decline in supply in a time of increasing demand, thus causing large increases in prices.
