     Establishes "Assembly Task Force on Senior Housing."

An Assembly Resolution establishing the "Assembly Task Force on Senior Housing."

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.  There is established the "Assembly Task Force on Senior Housing."  The purpose of the task force shall be to study and make recommendations concerning access to, and the affordability of, housing for senior citizens, particularly housing constructed using federal and State subsidies, and other housing constructed as part of a municipality's affordable housing obligation.  The task force shall examine how eligibility for senior housing is determined and the amount of time that an applicant for a senior housing unit may wait for a unit to become available.  The task force shall examine the availability of senior housing units in every county in the State, and shall identify the counties in the State where senior housing is not adequately available.  The task force shall also determine if there is a need in the State for the construction of additional units of senior housing, and shall recommend where that housing should be targeted.

     In conducting its business, the task force shall call upon the Department of Community Affairs, housing advocates, advocates for senior citizens, and representatives of the United States Department of Housing and Urban Development to offer their respective expertise and experience regarding the availability and affordability of senior housing in the State.

 

     2.  a.  The task force shall comprise nine members appointed by the Speaker of the General Assembly.  Not more than two of the task force members shall be members of the General Assembly, and those members shall not be members of the same political party.  Of the remaining members of the task force, one shall be a representative of the State's community development corporations, one shall be a representative of the State's low-income community, one shall be a municipal housing liaison or a municipal administrative agent for affordable housing units, one shall be a representative of affordable housing developers, one shall be a representative of the senior citizen community, one shall be a representative of a public housing authority, and one shall be a representative of a municipality that is a member of the New Jersey State League of Municipalities.  The Speaker shall designate one appointee to the task force to serve as chairperson of the task force.

     b.  The task force shall hold its first meeting within 30 days after the effective date of this resolution, and shall meet thereafter at the call of its chairperson. 

     c.  A majority of the membership of the task force shall constitute a quorum for the transaction of task force business, and action may be taken at any meeting by the affirmative vote of a majority of the membership of the task force.  All public meetings of the task force shall be recorded and transcribed.  All meetings at which official task force action is taken shall be open to the public.  The task force may meet and hold hearings at the places it designates during the sessions or recesses of the Legislature.  The chairperson of the task force shall notify the Office of Legislative Services, for posting and distribution to the public, of the time, place, and agenda of each meeting of the task force. 

     d.  The Office of Legislative Services shall provide professional and clerical staff to the task force.

     e.  The task force shall be entitled to call to its assistance and avail itself of the services of the employees of any State, county, or municipal department, board, bureau, commission, or agency, or any public institution of higher education in the State, as it may require and as may be available to it for its purposes, and to employ stenographic and clerical assistance and incur traveling and other miscellaneous expenses necessary to perform its duties, within the limits of funds appropriated or otherwise made available to it for its purposes.

 

     3.  Within six months after the date the task force organizes, it shall prepare and submit to the President of the Senate, the Speaker of the General Assembly, the Minority Leader of the Senate, the Minority Leader of the General Assembly, and the chairpersons of the Senate Community Affairs Committee and the Assembly Housing and Community Development Committee, or their successors, a report containing its findings and recommendations, including any proposals for legislation, and other appropriate legislative or regulatory action.  Any member of the task force who does not concur with the report of the task force may issue a minority statement, which shall be included in the transmitted report of the task force.

 

     4.  This concurrent resolution shall take effect immediately, and shall expire 30 days after transmittal of the report required pursuant to section 3 of this resolution.

 

 

STATEMENT

 

     This Assembly Resolution would establish the "Assembly Task Force on Senior Housing."  The purpose of the nine member task force would be to study, and make recommendations concerning access to, and the affordability of, housing for senior citizens, particularly housing constructed using federal and State subsidies, and other housing constructed as part of a municipality's affordable housing obligation.  The task force would:  examine how eligibility for senior housing is determined and the amount of time that an applicant for a senior housing unit may wait for a unit to become available; determine the availability of senior housing units in every county in the State, and where senior housing is not adequately available; determine if there is a need in the State for the construction of additional units of senior housing; and recommend where that housing should be targeted.

     The task force members, all to be appointed by the Speaker of the General Assembly, shall include two members of the General Assembly, who shall not be of the same political party; Of the remaining members of the task force, one shall be a representative of the State's community development corporations, one shall be a representative of the State's low-income community, one shall be a municipal housing liaison or a municipal administrative agent for affordable housing units, one shall be a representative of affordable housing developers, one shall be a representative of the senior citizen community, one shall be a representative of a public housing authority, and one shall be a representative of a municipality that is a member of the New Jersey State League of Municipalities.  The Speaker would designate one appointee to the task force to serve as chairperson of the task force.
