CURRENT VERSION OF TEXT

     As introduced.

An Assembly Resolution urging the New Jersey Department of Transportation to partner with Waze Mobile Ltd. to improve transportation and road conditions.

Whereas, Waze Mobile Ltd. (Waze) is a global positioning system navigation mobile application (app) that collects real-time information about traffic and road conditions when the app is open on a person's smartphone and uses that information to assist drivers using the app; and

Whereas, The Waze app allows a person to passively provide traffic and other road data through the person's smartphone while driving as well as to actively report certain road and weather conditions including accidents, potholes, and the presence of a police officer; and

Whereas, Waze is able to use the information gathered from its users to calculate the average speed on roadways and improve road and turn directions; and

Whereas, In 2014, Waze launched its Connected Citizens Program which enables government entities to partner with Waze to exchange information about traffic, road conditions, and road closures; and

Whereas, According to Waze, the company has partnered with more than 100 global partners including nonprofits, first responders, and government agencies at the local, state, and national levels; and

Whereas, Some of the government agencies that have partnered with Waze through its Connected Citizens Program include the cities of Rio de Janeiro and Boston, the District of Columbia, and the states of Florida and Kentucky; and

Whereas, In addition, Waze has partnered with local entities in New Jersey including Jersey City and Passaic County; and

Whereas, The Connected Citizens Program provides a means for partners to provide Waze with real-time and advance information on government reported construction, accidents, and road closures and for Waze to provide data to partners including user-reported traffic incidents and system-generated traffic jams; and

Whereas, According to Waze, some of the benefits that may be realized from participating in the Connected Citizens Program include reduced emergency response times, reduced congestion through data-driven experiments, an improved 5-1-1 program that incorporates real-time driver insights, improved crisis response, and management of gas shortages; and

Whereas, If the New Jersey Department of Transportation partners with Waze through its Connected Citizens Program, New Jersey will experience the benefits of being a Waze partner, gain access to real-time traffic and road-condition data, and be able to more effectively alert the public about road closures and traffic incidents; and

Whereas, It is in the best interests of the residents of this State for the New Jersey Department of Transportation to partner with Waze through its Connected Citizens Program to establish a two-way exchange of transportation-related data and information to improve transportation and road conditions in the State; now, therefore,

Be It Resolved by the General Assembly of the State of New Jersey:

     1.    This House urges the New Jersey Department of Transportation to partner with Waze Mobile Ltd. through its Connected Citizens Program to establish a two-way exchange of transportation-related data and information to improve transportation and road conditions in the State.

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the Commissioner of Transportation.
