CURRENT VERSION OF TEXT

     As introduced.

An Assembly Resolution urging the Board of Public Utilities to increase Energy Star-rated product rebates offered to customers through the Clean Energy Program.

Whereas, On September 11, 2003, the Board of Public Utilities (board) directed the Office of Clean Energy (OCE) to administer the State's Clean Energy Program, which includes encouraging and promoting energy efficiency in this State; and

Whereas, The United States Department of Energy developed the Energy Star program that provides a rating for certain energy efficient appliances and lighting to help identify and promote energy efficient products; and

Whereas, Energy efficient products can reduce energy consumption and cost by as much as 10 to 50 percent and some estimates indicate that energy efficiency standards have saved homeowners approximately $1 trillion nationally; and

Whereas, According to the OCE, in Fiscal Year 2015, residents and businesses in this State that installed energy efficient products saved 767,673 megawatt hours and 1,893,638 therms; and

Whereas, According to the OCE, in Fiscal Year 2014, residents and businesses in this State that undertook energy efficient and renewable energy measures reduced carbon dioxide emissions by 615,084 metric tons and sulfur dioxide by 2,483 metric tons; and

Whereas, In addition to the cost and energy savings to customers, energy efficient appliances and lighting produce savings on energy infrastructure costs, reduce congestion on utility transmission and distribution lines, and increase energy reliability; and

Whereas, Energy Star-rated products are often more expensive than energy inefficient products on the market; and

Whereas, To off-set the high cost of Energy Star-rated products, the OCE offers various rebates to residential and business customers who purchase products that meet Energy Star standards; and

Whereas, Increasing the rebates offered to residential and business customers by 100 percent will create further incentive for customers to take advantage of the benefits afforded by using Energy Star-rated products; now, therefore,

Be It Resolved by the General Assembly of the State of New Jersey:

     1.    This House urges the Board of Public Utilities to direct the Office of Clean Energy to increase by 100 percent the rebates offered to customers for purchasing approved Energy Star-rated products.

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the President and Commissioners of the Board of Public Utilities.

STATEMENT

This resolution urges the Board of Public Utilities (board) to increase by 100 percent the rebates offered through the State's Clean Energy Program to residents and businesses that purchase Energy Star-rated products.

On September 11, 2003, the board directed the Office of Clean Energy (OCE) to administer the State's Clean Energy Program, which includes encouraging and promoting energy efficiency in this State. The United States Department of Energy developed the Energy Star program that provides a rating for certain energy efficient appliances and lighting to help identify and promote energy efficient products.

Energy efficient products can reduce energy consumption and cost by as much as 10 to 50 percent and some estimates indicate that energy efficiency standards have saved homeowners approximately $1 trillion nationally. In Fiscal Year 2015, residents and businesses in this State that installed energy efficient products saved 767,673 megawatt hours and 1,893,638 therms. In Fiscal Year 2014, residents and businesses in this State that undertook energy efficient and renewable energy measures reduced carbon dioxide emissions by 615,084 metric tons and sulfur dioxide by 2,483 metric tons. In addition to the cost and energy savings to customers, energy efficient appliances and lighting produce savings on energy infrastructure costs, reduce congestion on utility transmission and distribution lines, and increase energy reliability.

Energy Star-rated products are often more expensive than energy inefficient products on the market. To off-set the high cost of Energy Star-rated products, the OCE offers various rebates to residential and business customers for certain products that meet Energy Star standards. Increasing the rebates offered to residential and business customers by 100 percent would create further incentive for customers to take advantage of the cost and energy savings afforded by using Energy Star-rated products.
