SYNOPSIS
Urges DOT and MVC to promote safe driving of vehicles making deliveries.

An Assembly Resolution urging the Department of Transportation and the New Jersey Motor Vehicle Commission to promote the safe driving of vehicles making deliveries.
Whereas, The residential neighborhoods of New Jersey are known for their tree-lined streets and suburban atmosphere, with homes, schools, parks, and small businesses often within walking distance; and
Whereas, Residential neighborhood streets are used by pedestrians, joggers, bicyclists, children, and pets, all of whom are at risk of being struck by a vehicle making a delivery in the neighborhood; and
Whereas, Some commercial vehicles used to make deliveries are larger and sit higher than other motor vehicles, interfering with the driver's visibility and increasing the likelihood that an accident may occur; and
Whereas, Drivers of delivery vehicles, including from local restaurant establishments, may be unfamiliar with the neighborhood in which they are making a delivery and, as a result, may become lost or distracted, affecting their concern for safety; and
Whereas, There are various causes of vehicular accidents such as driver fatigue, speeding, double parking, and inattention to blind spots, all of which may be addressed through proper safety training; and
Whereas, Each year in New Jersey, approximately 150 pedestrians are killed in motor vehicle accidents and numerous fatalities occur on roads with speed limits of 35 miles per hour or less; and
Whereas, Employers can strengthen safety training by presenting to employees a video demonstrating safe driving practices in making deliveries in residential neighborhoods; and
Whereas, It is altogether fitting and proper for this House to urge the New Jersey Department of Transportation to notify delivery companies doing business in the State of the importance of using safe driving practices while making deliveries in residential neighborhoods, and for the New Jersey Motor Vehicle Commission to amend the New Jersey Driver Manual and Commercial Driver Manual to include information concerning the importance of safe driving practices in making deliveries; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. This House respectfully urges the New Jersey Department of Transportation to notify any delivery company doing business in the State of the importance of safe driving practices in making deliveries in residential neighborhoods. The department is further urged to produce and distribute to every delivery company doing business in the State a video to be viewed by employees making deliveries demonstrating safe driving practices.
2. This House respectfully urges the New Jersey Motor Vehicle Commission to amend the New Jersey Driver Manual and Commercial Driver Manual to include information on the importance of safe driving practices in making deliveries in residential neighborhoods.
3. Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and the Clerk thereof, shall be transmitted to the Commissioner of the New Jersey Department of Transportation and to the Chief Administrator of the New Jersey Motor Vehicle Commission.
STATEMENT
This Assembly resolution urges the New Jersey Department of Transportation ("DOT") to notify delivery companies doing business in the State of the importance of safe driving practices while making deliveries in residential neighborhoods. The DOT is further urged to produce and distribute to every delivery company doing business in the State a video to be viewed by employees making deliveries demonstrating safe driving practices. This resolution also urges the New Jersey Motor Vehicle Commission to amend the New Jersey Driver Manual and Commercial Driver Manual to include information on the importance of safe driving practices in making deliveries.
