     Declares support for Ukraine; expresses solidarity with its citizens.

An Assembly Resolution supporting independent and democratic Ukraine in the current conflict with Russia and expressing solidarity with the citizens of Ukraine.

 

Whereas, On December 1, 1991, more than 90 percent of Ukrainian citizens voted in a national referendum in support of independence following the collapse of the Soviet Union; and

Whereas, On December 5, 1994, the United States, the Russian Federation, and the United Kingdom signed the Budapest Memorandum on Security Assurances, whereby each country pledged to respect the independence and sovereignty of Ukraine's borders while refraining from the threat or use of force against Ukraine; and

Whereas, In 2014, the Russian Federation invaded the independent state of Ukraine, which continues to confront malign Russian activity, including the attempted annexation of Crimea, conflict in the eastern regions of the country, and threats to freedom of navigation in the Black Sea and the Sea of Azov; and

Whereas, At least 14,000 Ukrainians have been killed defending their homeland and millions more displaced since the conflict with Russia began in 2014; and

Whereas, In 2022, the Russian Federation deployed over 150,000 military personnel to the border with Ukraine; and

Whereas, The Russian Federation has violated international law with its invasion of Ukraine, the attempted annexation of Crimea in 2014, and the blocking of parts of the Black Sea and the Sea of Azov; and

Whereas, The delegates of the Group of Seven (G7) released a statement in February 2022 saying, "Russia should be in no doubt that further military aggression against Ukraine would have massive consequences and severe cost in response... We reaffirm our unwavering commitment to Ukraine's sovereignty and territorial integrity, as well as the right of any sovereign state to determine its own future;" and

Whereas, On February 24, 2022, the Russian Federation declared war on Ukraine and invaded the country from the North, East, and South and bombed various regions of Ukraine, including Sumy, Kharkiv, Kherson, Odessa and the city of Kyiv; and

Whereas, The Ukrainian people have shown courage, resolve, and restraint in their pursuit of sovereignty and democracy; and

Whereas, New Jersey calls on Russia to stop the violence and work to bridge peace with the Ukrainian people; and

Whereas, New Jersey and the United States support a secure, democratic, and independent Ukraine, free to choose its own leader and future; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

     1.    This House declares support for Ukraine in the current conflict with the Russian Federation and expresses solidarity with the people of Ukraine.

 

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to Ukraine's ambassador to the United States and Ukraine's ambassador to the United Nations.

 

 

STATEMENT

 

     The resolution declares support for Ukraine in the current conflict with Russia and expresses solidarity with the people of Ukraine. 

     This resolution condemns the actions of Russia, including the attacks and bombings of various regions of Ukraine, such as Sumy, Kharkiv, Kherson, Odessa and importantly, the city of Kyiv.  This resolution calls on Russia to stop the violence and work to bridge peace with the Ukrainian people.  Further, this resolution condemns the violations of international law committed by Russia in the annexation of Crimea, blocking of parts of the Black Sea and the Sea of Azov, and the ongoing invasion of Ukraine.

     Finally, this resolution recognizes and supports Ukraine as a sovereign state, one that is free to choose its own leader and future.
