SYNOPSIS

     Organizes the General Assembly for the Two Hundred and Nineteenth Legislature and amends Assembly Rules 10:1 and 15:4 and establishes the Special Committee on Infrastructure and Natural Resources.

An Assembly Resolution organizing the General Assembly for the Two Hundred and Nineteenth Legislature, amending Assembly Rules 10:1 and 15:4 and establishing the Special Committee on Infrastructure and Natural Resources.

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.    That the Clerk of the General Assembly be directed to inform the Senate that the General Assembly has organized, its Speaker being the Honorable Craig J. Coughlin of Middlesex County, its Speaker pro tempore, Gordon M. Johnson of Bergen County, and its Clerk, Dana M. Burley of Camden County, for the Two Hundred and Nineteenth Legislature, and has proceeded to business.

 

     2.    That the Speaker be and is hereby authorized to appoint such assistants as the Speaker may deem necessary.

 

     3.    That the working staff of the General Assembly shall be at all times subject to the direction of the Speaker and the Clerk, who shall have authority to designate to any member of the staff such duties as may be required.

 

     4.    That unless otherwise ordered the regular hours of meetings of the General Assembly will be on days and at times to be announced to the members, the news media and the public by the Speaker.

 

     5.    That no floor passes be issued by any officer or member of the General Assembly other than the Speaker, with the further provision that the privilege of the floor may be extended by a resolution duly adopted.

 

     6.    That in the absence of the Clerk, such other officers or employees as directed by the Speaker shall perform all duties imposed by law and the Rules of the General Assembly upon the Clerk.

 

     7.    That the Bill Drafting Manual prepared and revised from time to time by the Office of Legislative Services, be adopted as the official manual of practice and procedure of the General Assembly governing the form of bills to be introduced in the General Assembly and governing the conduct of the preliminary examination of bills proposed for introduction in the General Assembly required by the Rules of the General Assembly.  A copy of the revised manual shall be provided to the Clerk.

     That in order to carry out the aforementioned practice and procedure, the Legislative Counsel and such deputies and assistants as he shall assign be designated as counsel to conduct said preliminary examination of bills proposed for introduction and amendments adopted in the General Assembly under the general supervision of the Legislative Counsel.

 

     8.    That each member of the General Assembly be authorized to retain up to six aides at a total compensation per member as authorized by law, except the Speaker may authorize more than six aides.

 

     9.    That the Rules of the General Assembly for the Two Hundred and Eighteenth Legislature be adopted as the Rules of the General Assembly for the Two Hundred and Nineteenth Legislature with the following changes:

 

                  ·        Rule 10:1 is amended to read as follows:

 

     10:1      Committees and Membership.

     The following Standing Reference, Administrative and Joint Committees shall be appointed by the Speaker at the commencement of each annual session.  The number of members of the General Assembly on each committee is indicated by the number following the name of the committee.

                  ·        Rule 15:4 is amended to read as follows:

 

     15:4.     Prime Sponsors.

     a.     The first member to sign a bill or resolution is the first prime sponsor. With the consent of the first prime sponsor, the second member to sign a bill or resolution shall be the second prime sponsor, and with the consent of the first prime sponsor, the third member to sign a bill or resolution shall be the third prime sponsor.

     b.    After first reading, a second prime sponsor may be added to a bill or resolution by written motion of the proposed second prime sponsor, joined by the first prime sponsor, and a third prime sponsor may be added to a bill or resolution by written motion of the proposed third prime sponsor, joined by the first prime sponsor.

     c.     The first, second, and third prime sponsors of a bill or resolution acting jointly may exercise all rights of a prime sponsor. In the absence of an accord the rights of the first prime sponsor shall prevail.

     d.    With the consent of the prior prime sponsors and the Speaker, subsequent members signing a bill or resolution may also be prime sponsors. After first reading, prime sponsors may be added to a bill or resolution by written motion of the proposed prime sponsors, joined by the prior prime sponsors and with the consent of the Speaker. The prime sponsors of a bill or resolution acting jointly may exercise all rights of a prime sponsor. In the absence of an accord the rights of the first prime sponsor shall prevail.

e. For any bill or resolution, if any member who is a sponsor shall cease to serve in the General Assembly, the member shall be removed as a sponsor.

 

     10.  There is established the "Special Committee on Infrastructure and Natural Resources." The purpose of the special committee shall be to study and consider legislation concerning water infrastructure and the efficient and effective delivery of clean water to the residents of New Jersey. The special committee shall consist of six members of the General Assembly appointed by the Speaker, not more than four of whom shall be of the same political party. The Speaker shall designate one member to serve as chairperson of the special committee. The special committee may meet and hold hearings at the places it designates during the sessions and recesses of the Legislature and shall be entitled to call to its assistance and avail itself of the services of the employees of any State, county, or municipal department, board, bureau, commission, or agency, as it may require.  The Office of Legislative Services shall provide professional and clerical staff to the Special Committee. For the purposes of consideration of legislation, the special committee shall be subject to the Rules of the General Assembly applicable to standing reference committees.

 

     11.  That His Excellency the Governor be informed that the General Assembly has organized for the Two Hundred and Nineteenth Legislature, its Speaker being the Honorable Craig J. Coughlin of Middlesex County, its Speaker pro tempore being Gordon M. Johnson of Bergen County, and its Clerk being Dana M. Burley of Camden County, and is now ready to proceed to business and to receive any communications he may forward.

 

     12.  That due to the fact that BettyLou DeCroce, a member from District 26, Pamela R. Lampitt, a member from District 6, and Holly T. Schepisi, a member from District 39, have been unable to appear in person at the organization of the General Assembly for the Two Hundred and Nineteenth Legislature to be sworn as members, and there being no contest or question as to their elections, the Speaker, or a member of the General Assembly named by him, is authorized to administer the oath of office and allegiance in the usual form to BettyLou DeCroce, Pamela R. Lampitt and Holly T. Schepisi at a mutually agreeable location within the State of New Jersey, and that the oath when administered as herein authorized shall be accepted and received by this House as the oaths of office and allegiance of BettyLou DeCroce, Pamela R. Lampitt and Holly T. Schepisi.

 

     13.  This resolution shall take effect immediately.

 

STATEMENT

 

     This Assembly Resolution organizes the General Assembly for the Two Hundred and Nineteenth Legislature, amends Assembly Rule 10:1 to update the Assembly standing reference committees, and Assembly Rule 15:4 to remove from bills and resolutions any sponsor who is no longer a member of the General Assembly, and establishes the Special Committee on Infrastructure and Natural Resources.
