     Requests State Auditor to review Bayside State Prison food service operations pilot program to determine impact on jobs of State employees.

A Joint Resolution requesting the State Auditor to review the Bayside State Prison food service operations pilot program to determine the impact on jobs of State employees.

 

Whereas, In October 2011, the New Jersey Department of the Treasury issued a request for proposals on behalf of the Department of Corrections for a pilot program to provide correctional food service operations and management at Bayside State Prison; and

Whereas, On December 11, 2012 the contract was awarded to Aramark correctional services, a private company; and

Whereas, Aramark will begin to perform the food service operations at Bayside State Prison in February 2013; and

Whereas, Prior to the implementation of the pilot program, the food service operations and management at Bayside State Prison were performed by the State; and

Whereas, As the food service operations pilot program will be operated by a private company, it may have an impact on the job status of the State employees who were performing this function for the State; and

Whereas, Prior to the end of the pilot program, it is necessary for the State Auditor to conduct an audit of the food service operations pilot program at Bayside State Prison to determine what impact the pilot program had on the job status of State employees who were performing this function for the State; now, therefore,

 

     Be It Resolved by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Governor and the Legislature of the State of New Jersey respectfully request the State Auditor to conduct an audit of the Bayside State Prison food service operations pilot program to determine what impact the pilot program had on the job status of State employees who were performing this function for the State.

 

     2.    Duly authenticated copies of this joint resolution shall be transmitted to the State Auditor and the Commissioner of Corrections.

 

     3.    This joint resolution shall take effect immediately.

 

 

STATEMENT

 

     This joint resolution requests the State Auditor to conduct an audit of the Bayside State Prison food service operations pilot program to determine what impact the pilot program had on the job status of State employees who previously preformed this function.  The audit should be completed prior to the end of the pilot program.

     In October 2011, a request for proposals was issued by the Department of the Treasury on behalf of the Department of Corrections for a pilot program to provide correctional food service operations and management at Bayside State Prison.  On December 11, 2012, the contract was awarded to Aramark correctional services.  Aramark will begin to perform the food service operation in February 2013.

     Prior to the implementation of the food service pilot program, the food service operations at Bayside State Prison were performed by the State.  As the pilot program is operated by a private company, it may have an impact on the job status of State employees who were performing this function for the State.
