     Designates first Monday of October of each year as "Consignment Day."

A Joint Resolution designating the first Monday of October of each year as "Consignment Day" in New Jersey.

 

Whereas, Consignment involves giving unwanted items or goods to another person or entity to maintain until those goods are sold; and

Whereas, By reusing items such as clothing, consignment stores contribute to a reduction in greenhouse gas emissions by reducing demand for new clothes and reducing the amount of waste going to landfills; and

Whereas, The sale of goods through consignment stores promotes sustainable consumption by shifting away from the make-use-dispose cycle; and

Whereas, Consignment stores can help prevent pollution by reducing the need to use new raw materials to produce more products and by preventing usable products from going to landfills or incinerators; and

Whereas, Reducing pollution and greenhouse gas emissions are important for combatting climate change, which may have a significant negative impact on New Jersey; and

Whereas, New Jersey faces dangerous consequences from climate change such as rising sea levels, which threatens the coastline and increases the severity of flooding during more frequent extreme weather events; and

Whereas, The fashion industry has a significant impact on the environment through the industry's manufacturing of new fashion items, which emit greenhouse gases and the subsequent disposal of  in landfills or incinerators of up to 85 percent of all textiles produced; and

Whereas, The fashion industry contributes to climate change by emitting approximately 10 percent of global greenhouse gases due to the industry's extensive supply chains and energy intensive production; and

Whereas, The fashion industry utilizes more energy than the aviation industry and the shipping industry combined; and

Whereas, In order to conserve energy, reduce waste, and combat climate change by reducing greenhouse gas emissions, it is important to raise public awareness about the benefits of consignment and to encourage the use of consignment stores to promote sustainable consumption; now, therefore,

 

     Be It Resolved by the Senate and General Assembly of the State of New Jersey:

 

     1.    The first Monday of October of each year is designated as "Consignment Day" in the State of New Jersey to foster awareness and understanding of the benefits of consignment and to promote sustainable and environmentally conscientious consumption.

     2.    The Governor is requested to annually issue a proclamation calling upon public officials and citizens of this State to observe "Consignment Day" with appropriate activities and programs.

 

     3.    This joint resolution shall take effect immediately.

 

 

STATEMENT

 

     This joint resolution designates the first Monday of October of each year as "Consignment Day" in New Jersey.

     Consignment stores have environmental benefits in terms of reusing unwanted items such as clothing and other accessories as this reduces the need to utilize more resources and energy to create new clothes.  The production of clothes is energy intensive and contributes up to 10 percent of global greenhouse gas emissions.  Consignment stores also divert unwanted clothing from landfills and incinerators.  Eighty-five percent of textiles are disposed of in landfills or are incinerated and are not reused.  In order to combat climate change, it is important to reduce greenhouse gas emissions and encourage sustainable consumption.  Climate change may have significant negative consequences for New Jersey such as rising sea levels, ocean warming, and increased severity of flooding during more frequent extreme weather events. 

     Consignment stores encourage reuse of clothes and accessories and therefore divert these items from landfills and incinerators, and reduce the need to produce new clothes.  In order to conserve our energy resources, reduce waste, and limit greenhouse gas emissions, it is important to raise public awareness about the environmental benefits of consignment.
