SYNOPSIS

     Urges Congress to oppose diversion of military construction funds to pay for construction of wall on United States-Mexico border.

A Concurrent Resolution respectfully urging Congress to oppose the diversion of military construction funds to pay for construction of a wall on the United States-Mexico border.

 

Whereas, On Friday, February 15, 2019, President Trump declared a state of national emergency to allocate nearly $8 billion for construction of a wall on the United States-Mexico border; and

Whereas, The "National Emergencies Act," which gives the President the authority to declare a national emergency, is intended for times of national crisis; and

Whereas, A true emergency is one that is unforeseen and unforeseeable, a situation in which extraordinary times call for extraordinary measures; and

Whereas, President Trump has disregarded the role of the United States Congress and the separation of powers by redirecting federal money towards a border wall; and

Whereas, President Trump plans to fund a portion of the border wall by redirecting $3.6 billion in unobligated military construction funds; and

Whereas, Lawmakers in both parties fear that the diversion of military construction funds to the border wall will hurt the military readiness of the United States Armed Forces; and

Whereas, Critical military construction projects in New Jersey are at risk of being delayed due to President Trump's diversion of military construction funds, including four projects totaling more than $100 million for Joint Base McGuire-Dix-Lakehurst in Burlington County and a $41 million construction project at Picatinny Arsenal in Morris County; and

Whereas, The overwhelming majority of the congressional delegation from New Jersey has demanded that no funds allocated to New Jersey's military installations be used to fund President Trump's border wall; and

Whereas, Thus, it is altogether fitting and proper that Congress oppose President Trump's plan to redirect military construction funds to pay for construction of a wall on the United States-Mexico border; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

     1.    The Legislature respectfully urges the United States Congress to oppose the diversion of military construction funds to pay for construction of a wall on the United States-Mexico border.

 

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly or the Secretary of the Senate to the President of the United States Senate, the Speaker of the United States House of Representatives, the Majority and Minority Leaders of the United States Senate and United States House of Representatives, and each member of the United States Congress elected from this State.

 

 

STATEMENT

 

     This resolution respectfully urges the United States Congress to oppose the diversion of military construction funds to pay for construction of a wall on the United States-Mexico border.  President Trump has disregarded the separation of powers by redirecting federal money toward a border wall.  The President has abused his power by declaring a national emergency where there is no true emergency.

     Lawmakers in both parties fear that the diversion of military construction funds to the border wall will hurt the military readiness of the United States Armed Forces.  Critical military construction projects in New Jersey are at risk of being delayed due to President Trump's diversion of military construction funds, including four projects totaling more than $100 million for Joint Base McGuire-Dix-Lakehurst in Burlington County and a $41 million construction project at Picatinny Arsenal in Morris County.  The overwhelming majority of the congressional delegation from New Jersey has demanded that no funds allocated to New Jersey's military installations be used to fund the President's border wall.
