SYNOPSIS

     Memorializes Congress and President to enact "National Pediatric Acquired Brain Injury Plan Act of 2011."

A Concurrent Resolution memorializing Congress and the President of the United States to enact H.R.2600, the "National Pediatric Acquired Brain Injury Plan Act of 2011."

 

Whereas, Brain injuries are often caused by a traumatic physical event and may result in unique damage to a person's brain, impairing an individual's cognitive or physical abilities or behavioral or emotional functions; and

Whereas, Each year traumatic brain injuries contribute to a substantial number of deaths and cases of permanent disability; and

Whereas, According to the federal Centers for Disease Control and Prevention, each year there are 765,500 individuals aged 25 and younger who enter emergency departments with a new brain injury, and out of these young people, more than 80,000 are hospitalized due to their injuries, and sadly, 11,000 of these young individuals pass away due to the brain injuries they sustained; and

Whereas, In July 2011, New Jersey Congressman Leonard Lance introduced House Resolution No. 2600, the "National Pediatric Acquired Brain Injury Plan Act of 2011," (PABI Plan Act) which would establish the National Pediatric Acquired Brain Injury Plan to provide a seamless, standardized, system of care accessible to the many families who have a child or young adult with a traumatic brain injury; and

Whereas, The PABI Plan Act would create a national network of 52 State Lead Centers of Excellence, one center in each state, the District of Columbia, and Puerto Rico, that would have responsibility for implementing the plan based on each state's own unique demographics, geography, laws, infrastructure, and financing; and

Whereas, The PABI Plan Act would provide for the entire continuum of care from prevention, treatment in acute medical facilities, reintegration back into schools, communities, and homes and, ultimately, transition into a system of greater independent living to better assist those suffering from traumatic brain injuries; and

Whereas, The need for enhanced coordination in traumatic brain injury education, research, services, and resources for young people living with a traumatic brain injury and their families is urgent; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

     1.    This Legislature respectfully memorializes the United States Congress and the President of the United States to enact H.R.2600, the "National Pediatric Acquired Brain Injury Plan Act of 2011" to provide enhanced coordination of traumatic brain injury education, research, services, and resources for young people living with a traumatic brain injury and their families.

 

     2.    Duly authenticated copies of this concurrent resolution, signed by the Speaker of the General Assembly and the President of the Senate and attested by the Clerk of the General Assembly and the Secretary of the Senate, shall be transmitted to the presiding officers of the United States Congress, each of the members of the Congress elected from the State of New Jersey, and the President of the United States.

     This concurrent resolution respectfully memorializes the United States Congress and the President of the United States to enact H.R.2600, the "National Pediatric Acquired Brain Injury Plan Act of 2011" to provide enhanced coordination of traumatic brain injury education, research, services, and resources for young people living with a traumatic brain injury and their families.
