SYNOPSIS

     Urges New Jersey Supreme Court to promote public awareness campaign for food growers to register as placement worksites for community service programs.

A Concurrent Resolution urging the New Jersey Supreme Court to promote a public awareness campaign encouraging registration of food producers as community service worksites.

 

Whereas, Sentencing courts in New Jersey, including municipal courts imposing disposition for motor vehicle violations and other matters, have broad discretion to order community service in lieu of incarceration.  Community service is also a direct sentencing option for the Superior Court, Criminal Division when sentencing a person convicted of a crime or offense; and

Whereas, County sheriff labor assistance programs (SLAP), and enforced community service programs operated by probation services are two statute-based programs utilized by the court-operated comprehensive enforcement program to direct offenders into appropriate community service programming; and

Whereas, County-based work programs to which offenders may be assigned for community service include a wide variety of programs ranging from municipal labor projects to programs run by nonprofit entities; and

Whereas, Non-profit organizations can register, on a voluntary basis, with SLAP and enforced community service programs as entities to which prescreened and qualified individuals may be assigned to perform community service; and

Whereas, When produce is harvested, any leftover crop that is not collected and distributed in a timely manner will suffer spoilage; and

Whereas, Gleaning is the process of gathering grain or other leftover crop at farming sites after commercial harvesting is completed, and is a viable option used by food pantries, soup kitchens and food banks in New Jersey to replenish stock; and

Whereas, Gleaning, as a community service option, would expand available community sentencing assignment choices at a time when the need for the service is critical; and

Whereas, Increased awareness on the part of farmers, crop producers and agricultural organizations could encourage entities to register as placement worksites1[,];1 now1[;],1 therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

     1.    The New Jersey Supreme Court is respectfully urged to promote a public awareness campaign, through the comprehensive enforcement program, similar in nature to the New Jersey Child Support Program Public Awareness/Outreach Campaign model, to notify the public and in particular farmers, crop producers and agricultural organizations of the SLAP and enforced community service programs for which they may register as placement worksites.

     2.    1[Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and President of the Senate and attested by the Clerk of the General Assembly and the Secretary of the Senate,] Copies of this resolution, as filed with the Secretary of State,1 shall be transmitted 1by the Clerk of the General Assembly or the Secretary of the Senate1 to the Chief Justice and 1[all the Associate Justices] to each Associate Justice1 of the New Jersey Supreme Court1,1 and to the Administrative Director of the Courts.
